79 <br />what he called excessive license charge on delivery trucks from outside the city. It <br />was admitted that there might be a slight unfairness in charging light delivery truck9 <br />or those doing a very little business the same price as the heavy trucks doing consider— <br />able business. The matter was finally referred to the City Attorney and the City Manager <br />for investigation and report. <br />Councilman McCarthy spoke of the excellent and gratuitous service of Hiss Gladys Wikoff in <br />connection with recreation supervision on the school grounds and stated that he felt that <br />the Council should express its appreciation to her for such service. He so moved, and <br />the motion was seconded by Councilman Fletcher, and carried. The Clerk was requested to <br />write her. <br />Mayor Lambert reported that Miss Agnes Patterson of the Emerald Lake District had asked him <br />whether or not it would be possible to use the Emerald Lake Bowl for concerts and charge <br />an admission, any profit presumably to go to her. It was the opinion of the Board that no <br />charge entertainments be undertaken at.the present time. <br />Mayor Lambert also said he had a request from William Christensen asking that the Pacific Gas <br />and Electric Company band be given permission to have a concert in the Emerald Lake Bowl <br />which would be free to all, stating that the Company would run the electric light line in <br />without expense to the city. On motion of Councilman McCarthy, seconded by Councilman <br />Eva, permission was granted. <br />Again was brought up the request that the City Council take a half page ad in the anniversary <br />number of the Real Estate Magazine. It was decided to do so on motion of Councilman <br />Fletcher, seconded by Councilman Me-Vulty, with the understanding that it would cost $55.00. <br />At this time the next order of business was the consideration of the budget prepared and fur— <br />nished to the Council by the City Manager. The Clerk read the letter of transmittal for <br />this budget. Some of the members thought there was no hurry and decided to study the <br />budget as set -yup, so the consideration of the figures submitted by the City Manager was <br />laid over until a subsequent meeting. <br />In connection with the budget presented by the City Manager, Councilman Jones spoke on the <br />amount of money which could or should be appropriated for the cityls share in the develop— <br />ment of the work along the Woodside Road. He indicated that plans should be made for <br />doing something which would be permanent and suggested that perhaps the amount indicated <br />should be increased up to $7,000 in order that sufficient funds might be available to <br />furnish materials in case the labor was available. <br />The resolution presented on May 7 by Councilmen Fletcher and Eva came up for further considera— <br />tion at this meeting and Councilman Fletcher indicated that the Council should adopt it. <br />Entering into the discussion, Councilman McCartby proposed that before anything was done <br />_ about this resolution, the fourth paragraph reading as follows be eliminated: <br />"WHMMU the existing governmental set-up, while perhaps designed to <br />function efficiently in larger municipalities, is, in many respects, ill <br />adapted to a city of limited population and the maintenance of same has <br />placed upon the taxpayers of this city an undue burden.of .taxation and," <br />
