78 <br />and that the Clerk write a letter explaining the situation. <br />R. L. Spangler, Manager of the South San Francisco Chamber of Commerce, asked the Council, in <br />view of the hazardous turn of the highway at the underpass, to write Earl Lee Kelly, State <br />Director of Public Works at Sacramento, urging him to make the underpass widening project <br />one of those to be included in the new Federal Highway program. On motion of Councilman <br />Eva, seconded by Councilman McNulty, the Council went on record as favoring the project <br />and the Clerk was instructed to write Mr. Kelly accordingly. <br />John Gill, Secretary of the Planning Commission, informed the Council that the term of Henry <br />Witte,as a member of the Planning Commission expires in June and stated that his fellow <br />members would be happy to see him re—appointed for another term. This, Mayor Lambert did <br />and his action was affirmed by the Council on motion of Councilman Eva, seconded by Coun— <br />cilman Fletcher. <br />Acting on the recommendation of the Planning Commission, the Council granted permission to Mrs. <br />Eleanor Faure to build a porch on her home on Hopkins Avenue. <br />The Clerk read a letter from the California State Automobile Association asking municipalities <br />and state and county officials to cooperate with it in signing the highways of the state. <br />The letter was ordered filed. <br />The Clerk read a long letter from the 1915 Improvement Bond Act Committee concerning the present <br />status of the Lakeport Case and of the litigation pertaining thereto. In the letter a re— <br />quest was made that the City of Redwood appropriate $100 as a contribution toward the expenses <br />of special counsel in connection with a further trial of this case. On motion of Councilman <br />Eva, seconded by Councilman McCarthy, the $100 was appropriated and the Clerk asked to <br />notify the committee. <br />In a written communication to the Council, the City Manager explained that wells Nos. 19 and 21 <br />of the Chestnut Street plant have shown a very decreased flow and that it was necessary to <br />make some replacements. He asked for the necessary authorization to arrange for the drill— <br />ing of two new wells which would probably show a saving of from $50 to $60 per day between <br />pumping water and buying it from the San Francisco Pater Department. On motion of Councilman <br />McCarthy, seconded by Councilman McNulty, the Manager was so authorized. <br />Mr. J. Harkness appeared before the Board to ask what could be done concerning possible reduc— <br />tions of water rates and the utilization to the best advantage of any cash reserve. As <br />this matter had already been covered by Mayor Lambert's preliminary discussion, nothing was <br />done except to indicate to Mr. Harkness that the Council had this matter under consideration. <br />W. G. Duncan, 66 Ebener Street, asked the Council for permission to establish what he called <br />a Kiddy—Car track where small cars propelled perhaps by gasoline would be used by children <br />for amusement purposes. The Council saw no objection to granting such permission and did <br />so on motion of Councilman Fletcher, seconded by Councilman McNulty, provided that proper _ <br />insurance be obtained satisfactory to the Council, and that the permission would be revocable <br />at the pleasure of the Board. <br />Mr. A.
