of using a part -time employee for this work a full-time librarian <br />be secured and one of the staff do the cataloging, it was decided to <br />follow this suggestion, and on motion of Councilman Anderson, seconded <br />by Councilman Fletcher, the treasurer was authorized to transfer from <br />the Unbudgeted Reserve to the Library Fund 0420 for this purpose. <br />On motion of Councilman Fletcher, seconded by Councilman Anderson, there <br />was made and ordered paid an appropriation of $75 for the Red Cross. <br />On motion of Councilman McCarthy, seconded by Councilman McNulty, there was <br />introduced ordinance licensing contractors. <br />R. E. Savage appeared before the Council to put himself on record as pro- <br />testing theerection of three houses on the parcel situated at the <br />junction of Hillview Avenue, Inner Circle, and James Avenue. <br />There was considerable discussion concerning the possibility of having fire <br />insurance rates in Redwood City reduced, the point being made that the <br />North Fair Oaks District had the same rates as Redwood City with much <br />less protection. The matter was referred to the City Manager to take <br />up with the Board of Fire Underwriters to see what could be done. <br />In the November 15 News Letter from the League mention was made of the Ventura <br />County Board of Supervisors planning an ordinance to regulate water rates <br />to be charged outside the City of Ventura. As Redwood City has a com- <br />parable situation, the City Attorney, on motion of Councilman McCarthy, <br />seconded by Councilman Fletcher, was instructed to participate in the <br />discussion in order to establish the right of the City to charge outside <br />consumers more than the consumers within the city limits. <br />Councilman McCarthy, seconded by Councilman McNulty, and carried, proposed <br />that the,City ask for an estimate of the cost of an actuarial survey for <br />Redwood City preparatory to the consideration of placing the city em- <br />ployees within the State Retirement Plan. <br />Councilman Fletcher asked what, if anything, was being done to follow up the <br />idea of having the Southern Pacific freight shed moved. The Attorney <br />was asked to check up and inform the Council. <br />The City Collector submitted the following letter: <br />"On November 1, 1939, City Manager C. L. Dimmitt recommended <br />that the sum of x$314.45 be accepted in settlement of the <br />charges on the following property instead of $3+9.39 actually <br />due if the total amount was paid in full. <br />The property referred to is Arb. Blk. 203, Lot 21 or legal <br />description, Lot 24, Block B, Fay's Redwood Gardens, assessed <br />to Blanchard Company. <br />t <br />I <br />
