I!� <br />All ordinances shall be signed by the President, or Vice - <br />President of the Board, and attested by the Secretary. <br />A certified copy of each ordinance adopted by the Board <br />shall be forthwith filed with the City Clerk, and the City Clerk <br />shall keep a record and index thereof which shall at all times be <br />open to public inspection. <br />That section 47e of the Charter of the City of Redwood <br />City be amended to read as follows, to -wit: <br />Section 47e. ORDINANCES AND RESOLUTIONS: All proceedings <br />for the acquisition of real property by purchase, condemnation or <br />otherwise, or the granting of any lease longer than one (1) year, <br />the fixing, regulating and altering schedules of rates, dockage, <br />wharfage, tolls and charges for all public oined docks, piers, wharves, <br />slips and other facilities, and for service rendered by the Port Depart- <br />ment, and the adoption of all general rules and regulations of the Port <br />Commission excepting administrative regulations of a temporary nature, <br />shall be done by ordinance or resolution as determined by the Port <br />Commission. • <br />That Section 45 of the Charter of the' City of Redwood City <br />be amended to read as follows,'to-wit: <br />Section 49. HARBOR LANDS: All tidelands and submerged lands <br />within the port area, whether filled or unfilled, now owned or hereafter <br />acquired by the City of Redwood City are hereby declared to be required <br />"r for use for purposes in connection with or for the promotion and accom- <br />modation of commerce, navigation or fishery, and shall, except as herein <br />t provided continue to be withheld for such purposes. It shall be unlaw- <br />ful to grant, sell, convey, alienate, transfer or otherwise dispose of, <br />except as herein, provided, any part of, or any interest in waterfront, <br />tidelands, submerged lands, or appurtenances thereto belonging, owned, <br />controlled, possessed or held by the City of Redwood City in the Port <br />Area; provided that grants of such land may be made to the State of <br />California or to the United States of America for public purposes when <br />authorized by a majority vote'of the qualified voters of the city voting <br />i upon the question of authorizing any such grant at an election, or upon <br />a vote of five -sevenths (5/7) of the Council of said City, or four-fifths <br />4 (4/5) of the Port Commission of said city in case said Port Commission <br />has jurisdiction thereof; and provided, further, that any lands owned or <br />controlled by the Port Commission of the City of Redwood City and lying <br />easterly of Harbor Boulevard may be sold as provided by the Charter of <br />the City of Redwood City for the selling of property within said City by <br />said Council or by said Port Commission. <br />AND BE IT FURTHER RESOLVED by the Council of the City of Red- <br />wood City that the following tvo questions or proposals shall be and <br />are hereby submitted to the voters of the City of Redwood City for their <br />determination at said general municipal election to be held on the 9th <br />day of April, 1940, to -wit': <br />Shall the City Council of the City of Redwood City enact an <br />ordinance to provide for a classified civil service, also <br />known as the merit system, for the appointment and <br />promotion of city officials and employees? ' YES ' <br />[ NO <br />, <br />Shall the City Council of the City of Redwood City make an <br />ordinance to provide a retirement system for city <br />officials and employees? <br />YES <br />NO <br />'�i <br />15.7 <br />
