Before any sale of city property may be made under this <br />Charter, an appraisal of said property by a competent appraiser to <br />be appointed by the Council or Port Commission as the case may be, <br />shall be made, and public notice thereof containing a legal descrip- <br />tion of such property shall be given at least once a week for two <br />(2) weeks in a newspaper, and such sale shall be made to the highest <br />bidder only at public auction or upon sealed bids to the Council or <br />Port Commission, and for not less than ninety (90) per cent of such <br />appraised value. <br />That section 45 of the Charter of the City of Redwood City <br />be amended to read as follows, to -wit: <br />Section 45, PUBLIC SERVICE DEPARTMENT: There shall be a <br />Public Service Department which shall have control of the construction, <br />operation, and maintenance of all public utilities now or hereafter <br />owned and operated by the City,and of the funds derived therefrom. <br />There shall be a Superintendent of this department appointed <br />by the City Manager. He shall appoint all subordinates in his depart- <br />ment subject to the approval of the City Manager, and he may remove <br />the same, make rules and regulations for the management of the depart- <br />ment, and prescribe tests and examinations for persons in the depart- <br />ment, all in accordance with the provisions of this charter. <br />The Treasurer shall keep the funds of each utility separate. <br />Any funds exceeding $152000.00 may be invested in United States, State, <br />County, or Municipal bonds. <br />The books of each utility shall be kept in accordance with the <br />State regulations governing the accounting of public utilities, and a <br />report in detail shall be made to the Council monthly. <br />The Public Service Department shall control the generation, <br />purchase, distribution and sale of electric energy, water, gas, and <br />any other utility owned, operated or distributed by the City. <br />That section 47d of the Charter of the City of Redwood City <br />be amended to read as follows, to -wit: <br />Section 47d. ORDINANCES AND RESOLUTIONS: All actions taken <br />by the Board of Port Commissioners shall be by motion spread upon its <br />minutes, or by resolution except as hereinafter set forth. <br />Any member of the Board may require a record of the vote on <br />any resolution to be made in its minutes. The Board shall keep a <br />minute book wherein shall be recorded the proceedings taken at its <br />meetings and it shall keep a record and index of all its resolutions <br />and ordinances, which shall be open to public inspection when not in <br />use. <br />No ordinance or resolution shall be passed or become effective <br />without receiving the affirmative votes of at least three (3) members <br />of the Board. <br />No ordinance shall be placed upon its final passage until at <br />least five (5) days have elapsed after its first reading. All ordinances <br />shall be published at least once in the official newspaper of the City <br />of Redwood City and no ordinance shall become effective until thirty (30) <br />days after the date of its final passage. <br />The Board may, byvote of three (3) of its members, pass em- <br />ergency measures to take effect at the time indicated therein. Emergency <br />measures shall contain a section in which the emergency is particularly <br />set forth and defined, and a separate roll call on the question of emer- <br />gency shall be taken. <br />The enacting clause on ordinances passed by the Board shall be <br />substantially in these words: <br />Be it ordained by the Board of Port Commissioners of the City <br />of Redwood City as follows: <br />w <br />0 <br />
