<br />The City Attorney submitted resolution embodying the calling of an election
<br />for April 9, specifically for four councilmen. A discussion was had
<br />concerning the desirability of including proposals for retirement system
<br />and classified civil service, and it was decided in the affirmative, on
<br />motion of Councilman McCarthy, seconded by Councilman Fletcher. Follow-
<br />ing this, Councilman Fletcher, seconded by Councilman Anderson, proposed
<br />the adoption of the following resolution which carried unanimously.
<br />"Councilman Fletcher offers the following resolution and
<br />moves its adoption, to -wit:
<br />WHEREAS pursuant to the charter of the City of Redwood City
<br />there is to be held on Tuesday the 9th day of April, 1940, a general
<br />municipal election in the -City of Redwood City.
<br />NOW THEREFORE, the Council of the City of Redwood City does
<br />hereby resolve and declare as follows, to -wit:
<br />A general municipal election shall be held in the City of
<br />Redwood City, as provided by the charter of said City, on Tuesday the.
<br />9th day of April, 1940, at which election there shall be elected the
<br />following officers of said City of Redwood City, to -wit:
<br />Four (4) members of the Council of the City of Redwood City
<br />for the full term of four (4) years each.
<br />AND BE IT FURTHER RESOLVED by the City Council of the City
<br />of Redwood City that said City Council submits upon its own motion the
<br />following proposals to amend the Charter of the City of Redwood City
<br />as follows, to -wit:
<br />That subdivision 18 of section 3 be amended to read as
<br />follows, to -wit:
<br />18. To purchase, contract for the purchase of, and otherwise
<br />acquire, receive, hold, control, sell, convey, exchange, lease and
<br />otherwise deal with and dispose of real and personal property for the
<br />common benefit of the municipality, both within end without the corporate
<br />limits of said city.
<br />No sale of real property shall be authorized by the City
<br />Council, except by resolution passed by the affirmative vote of five -
<br />sevenths (5/7) of all of the members thereof, and no lease of prop-
<br />erty of the City of Redwood City shall be made, except by resolution
<br />passed as above, nor for a longer period than ten (10) years, except-
<br />ing that a sewer farm of the municipality and all waters and sewage
<br />used or discharged thereon, and real property on the water front may
<br />be leased for a period not exceeding twenty-five (25) years, provided,
<br />however, that the Board of Port Commissioners acting under the pro-
<br />visions of this section, shall require a vote of four-fifths (4/5) of
<br />said Port Commission.
<br />Before any lease may be wade of any city property public
<br />notice stating generally the time and the conditions of such proposed
<br />lease shall be given at least once a week for two (2) weeks in a news-
<br />paper and such lease shall be made to the highest responsible bidder
<br />only at public auction or upon sealed bids to the City Council or Port
<br />Commission in case the Port Commission has authority to lease hereunder.
