9 <br />Complaint was made concerning the residence in first and second class resi- <br />dential districts of persons other than Caucasian. The City Attorney <br />' explained that the city had no jurisdiction, but that the only recourse <br />available would be dependent on certain restrictive clauses in the deeds <br />conveying property. On motion of Councilman Werder, seconded by Council- <br />man Christensen, the Clerk was asked to write a letter to all real estate <br />brokers asking them to refrain from selling or leasing property to ob- <br />jectionable residents. <br />Councilman Edmonds reported progress concerning the civil service and retire- <br />ment plan, and the following resolution was unanimously adopted on motion <br />of Councilman Christensen, seconded by Councilman McNulty. <br />"RESOLVED by the Council of the City of Redwood City that the City <br />of Redwood City request the State Employees Retirement Fund for a modi- <br />fication of the present contract with the City of Redwood City for an <br />actuarial survey to provide for a further survey of the cost to the <br />employees involved by raising the normal retirement age for firemen <br />and policemen from fifty-five years to sixty years, with a latitude <br />of five additional years where the physical and mental condition of <br />the individual employees makes that appropriate. <br />Also a study of the saving that can be made to the city and to the <br />employees involved by a change in the plan with respect to present em- <br />ployees so as to grant less than one hundred per cent for prior service <br />and possibly reduce this to fifty per cent. <br />Also the advisability of elimination from the retirement plan of <br />present employees over the age of.fifty-five years or some other age <br />that may be determined upon after consultation of the individual em- <br />ployees coming within such group. This might be confined to the gen- <br />e eral group of employees exclusive of policemen and firemen. <br />And also that in no event shall the retirement pay exceed one <br />hundred dollars per month for any employee." <br />Mrs. C. C. Williams who had been given building permit for construction of a <br />dwelling on a 35 -foot lot was also given permission, on motion of Council- <br />man Christensen, seconded by Councilman McNulty, to build on the adjacent <br />40 -foot lot, and the Building Inspector was authorized accordingly. In <br />this connection the attorney was requested to have ready by the next meet- <br />ing a report concerning the possible limiting of building lots to'50 feet <br />in the first residential district. <br />The City Collector submitted the following letter. <br />"On April 23, 1940, City Manager C. L. Dimmitt recom- <br />mended that the sum of $66.79 be accepted in settle- <br />ment of the charges on the following property instead <br />of $85.59 actually due if the total amount was paid <br />in full. The property referred to is Arb. Block 215, <br />Lot 24, or legal S.1/2 of Lot S, Block 3, West Red- <br />wood (25 feet on Laguna Street) between Roosevelt and <br />Oak Avenue assessed to Elizabeth K. Fahy. Mrs. Fahy <br />paid 1939-40 Tax in the amount of $2.61 also paid on <br />Bond Assessment K-9 $109.26. <br />
