24 <br />death, or resignation of a member, a successor shall be appointed by the <br />City Manager for the unexpired term of such member. Members shall serve <br />without compensation. �y <br />SECTION 2. within fifteen (15) days after the appointment of <br />the members of said Commission, it shall meet and elect by majority <br />vote, three (3) officers, to -wit: A Chairman, a Vice -Chairman and a <br />Secretary, which officers shall serve for periods of one (1) year in <br />such capacities. Yearly thereafter, an election shall be held by the <br />Commission to elect such officers. Regular meetings of the Commission <br />shall be held once a month at the City Hall of said City upon a date <br />to be fixed and determined by the Commission. All meetings shall be <br />open to the public. Meetings of the Commission shall be presided over <br />by the Chairman, or in his absence by the Vice -Chairman, or in his <br />absence by a Chairman Pro Tem, selected at such meeting by the members <br />present. Special meetings may be called at any time by the Chairman, <br />Vice -Chairman, or any three (3) members of the Commission, provided <br />written notice is given each member, specifying the time thereof at <br />least four (4) hours vrior thereto. <br />SECTION 3. The duties of the various officers of the Com- <br />mission shall be as follows: <br />'(f.) The Chairman shall preside at all meetings, submit all <br />motions to vote, and in general, do all things ordinarily required of <br />a Commission Chairman. <br />(b) The Vice -Chairman shall assume and perform the duties of <br />the Chairman in his absence. <br />(c) The Secretary shall prepare an annual report on activities <br />of the Commission which, when approved by the Commission, shall, on or <br />before April 30th of each year, be transmitted to the City Manager; in <br />which report shall be included an annual departmental budget covering <br />the anticipated revenues, and the expenditures of the department, for <br />the succeeding fiscal year. He shall perform such other duties as are <br />usual for a Secretary. <br />All Commission members will have the right to vote on all sub- <br />mitted. motions at all meetings. <br />SECTION 4. five (5) members of the Commission shall consti- <br />tute a quorum, and in the absence of a quorum no meeting shall be held <br />except for calling such meeting to order and adjourning. <br />Any and all proposed action, at any meeting, may be executed <br />and consummated by a majority of the Commission members present. <br />SECTION 5. The general objectives of the department shall be <br />to encourage, foster, facilitate, establish and maintain a systematized <br />program of parks, recreation and playgrounds, to be made available to <br />residents and visitors of the City. <br />SECTION 6. 'To achieve the objectives of the Commission, the <br />following shall be the powers and duties: <br />(a) To recommend to the City Council, or City'Manager, the <br />establishment of an'adequate system of parks, playgrounds, bathing <br />facilities, and any other recreation establishment which it deems ad- <br />visable, including equipment and maintenance thereof and provision for <br />adequate compensated personnel required to properly do so. <br />(b) To recommend the acquisition of such real and personal <br />property as in its judgment is deemed necessary to effect the desired <br />objectives. <br />SECTION 7. All matters pertaining to park, playgrounds, <br />recreation establishments and similar matters coming before the City <br />Council or City Manager, shall be referred by them to the Commission <br />for its recommendation and suggestions. }} <br />The City Treasurer shall keep a separate park and playground <br />account which shall show receipts and disbursements of all moneys of <br />any kind or character relative to parks, recreation and playground <br />activities. <br />
