I i :9 0 MINUTES OF THE REGULAR MEETING REDWOOD CITY'COUNCIL DECEMBER 1,•1941 8:00 P:. M. On roll call the following were present: Councilmen L. C. Christensen, E. A. Fletcher, F. D. Granger, G. W. McNulty, W. M. Werder, Mayor H. F. Anderson, and City Clerk C. W. Eltringham; absent, Councilman H. W. Edmonds. Also,present were City Manager'C. L.'Dimmitt, City. Attorney Albert Mansfield, City Collector Nelle L. Miramontes; Chief of Police C. L. Collins, Chief of -Fire Department M. E. Ryan, Building Inspector L. M. Duncan, and Superintendent of Parks Roger Walsh. Minutes of the regular meeting of November 17, 1941, were approved on motion of Councilman McNulty, seconded by Councilman Christensen. In I connection with the traffic survey, it was proposed that a permanent com- mittee with 15 members be appointed to -study the matter and submit its .findings and recommendations to the Council. Mayor Anderson then ap- pointed the nineT'Directors of the Chamber of Commerce, Chairman of the Planning Commission, Sergeant of Police in'charge of traffic, a member of the City's engineering department, to serve on the committee and asked that the three vacancies be filled by the committee with recom- mendation that 6a member of the Commuters' Club be appointed to fill one of the vacancies. Mr. A. B. Cheatham addressed the Council in connection with a lot owned by him facing on the easterly side of Montgomery Street near'Broadway, and which the City has graded and surfaced for a parking lot. Mr.. Cheatham stated his intent in offering this lot to the City was to provide parking for shoppers but 1t is now being used for all -day parking to--the-extent that it was impossible for the trucks of merchants to load from the rear en- trances of their stores. City Attorney Mansfield advised that in order to enforce a parking limit the City must have a lease or some form of agreement from Mr. Cheatham, and on motion of Councilman Fletcher, seconded by Councilman Werder, the City Manager and City Attorney were directed to negotiate with Mr. Cheatham for the required lease and to prepare an ordi- nance providing for two-hour parking on the lot. Also discussed and re- ferred to the City Manager and City Attorney, was the matter of providing a time limit for parking in the Perry Street Lot. This being the time set for opening of bids for doing work as provided by Resolu- tion of Intention 1941-3, affidavits. of posting notices and publication in- viting sealed proposals were ordered filed.
