462 <br />■� <br />Councilman Anderson, seconded by Councilman Britschgi proposed the adop- <br />tion of a resolution authorizing the Board of Trustees of the Redwood <br />City Public Library to extend library privileges to non-resident tax- <br />payers and to formulate such rules and regulations as may seem app <br />propriate to insure limitations of such privileges to the time such <br />members continue to be taxpayers. Motion carried. <br />The Clerk was directed to furnish the Board of Library Trustees with <br />a copy of the above resolution with the suggestion that non-resident <br />taxpayers be required to submit their City tax bills when applying <br />for membership cards or the renewal thereof. <br />In connection with abatement proceedings on the Lown property, affidavit <br />of L. M. Duncan, Building Inspector, that notices had been posted on <br />the property and sent by registered mail to the owners thereof, were <br />ordered filed by notion of Councilman McNulty seconded by Councilman <br />Anderson. Following testim^ny of Building Inspector Duncan indicat- <br />ing the buildings constituted a nuisance and as no one appeared to <br />protest the petition when called for by the Mayor, a resolution to <br />abate the nuisance was unanimously adopted on motion of Councilman <br />Fletcher, seconded by Councilman McNulty. <br />Building Inspector Duncan reported that the Hernandez property on Redwood <br />Avenue had recently been sold and the new owner was making arrange- <br />ments to remodel the building. <br />City Attorney McCarthy presented a detailed comparison of the City and <br />County Ordinances regulating carnivals. The report was ordered <br />filed. <br />The proposed Civilian Defense Ordinance was discussed at length and held <br />over until the next meeting as the majority of the members of the <br />Council, as well as the City Attorney, felt that this ordinance <br />should conform as nearly as practical to O.C.D. suggestions. Lloyd <br />Moore, Stanton Mullen, Mrs. 14m. Libby, John Nordstrand and A. S. <br />Kimberly spoke on the matter. <br />The City Manager and City Clerk were authorized to sign an agreement be- <br />tween communities of the County of San Mateo covering mutual aid <br />Police Department facilities in event of emergency on motion of <br />Councilman Werder seconded by Councilman Fletcher. <br />On motion of Councilman Werder seconded by Councilman McNulty the Mayor <br />was authorized to issue a proclamation relative to the current drive <br />for salvage rubber. <br />F, <br />
