Councilman McCarthy, seconded by Councilman McNulty, proposed that the city <br />approve agreement with C. H. Holt and that the Mayor and Clerk be author- <br />ized to execute the contract. On roll call, the vote was unanimous. <br />Following explanation offered by the City Attorney concerning the agreement <br />to purchase the land known as the O'Dea estate, Councilman Jones, second- <br />ed by Councilman Fletcher, moved that the city enter into an agreement f <br />to purchase this property and authorize the City Manager to execute <br />the contract. Upon roll call, the vote was unanimous. 1' <br />In connection.with the procedure to be followed in the sale of delinquent ' <br />lots, it was moved by Councilman Jones, seconded by Councilman Fletcher, <br />and carried, that the City Collector be and she is hereby authorized I.f <br />and directed upon receiving any bids for delinquent lots in not less <br />than the minimum amount fixed for said lots by the City Council, to <br />execute and deliver deeds therefor if said sales are cash sales, and if ` <br />said sales are not cash sales but the offer for any of said delinquent <br />lots that have been advertised by the City equals at leastten per cent <br />(lOp) of the minimum amount so fixed by the Council as aforesaid, in 4` <br />the sum, however, of not less than fifty dollars ($50), the City Collector <br />is hereby authorized and directed to enter into agreements of sale with <br />such purchasers, the balance of any purchase price to be paid within one <br />FV I <br />(1) year from the date of the agreement with interest thereon at the <br />rate of six per cent (6%) per annum. Carried. <br />ThP subject of the proposed Retirement Life Payments Amendment came up for P <br />discussion, and the question was considered whether or not the Council }i <br />should take any definite action toward bringing this matter to city f <br />employees. It was finally decided, on motion of Councilman McNulty, <br />seconded by Councilman McCarthy, not to bring this matter to any city <br />employee, but it was understood that there would be no objection on <br />the part of the Council to employees taking an active interest in com- <br />bating this pernicious proposal, or advocating it, if desired. <br />James H. Mitchell who served as architect for the City Hall appeared before <br />the Council at the request of the City Manager and discussed the con- <br />dition of the floors in the Council Chamber. The matter was finally <br />left in the hands of the City Manager and Mr. Mitchell to work out the <br />beat solution. <br />Several contractors appeared before the Council, among them being Emil Steinegger, <br />P. Sorenson, Otto Maehl, and Kenneth Saunders. Request was made that some- <br />thing be done about licensing contractors with the idea of making it a <br />i <br />
