Mr. Mead explained that the First National Bank of San <br />Mateo' County had agreed to take the amount into their inactive account at the <br />same interest rate as formerly paid by the Bank of America' namely, 1/2 of 1%. <br />On motion of Councilman Armstrong, secgnded by Councilman Anderson, Treasurer was <br />instructed to transfer $50,000 from Hank of ,America to the First National Bank in <br />line with the above. <br />City Manager Mead reported on the conditions of the property owned by Olive Koemple, <br />429 Howland Avenue, Redwood City. The City Health Department, accompanied by a <br />representative of the Police Department, investigated the property Thursday, <br />September 30, and found that the conditions were a health menace. On the in- <br />structions of Dr. Gans, Miss Koemple was removed to the County Hospital for <br />observation. Further instructions were carried out in the removal of animals and. <br />fowl on the premises. ,This was accomplished by the poundmaster, members of the <br />Police Department and members of the Street Department. Furthermore, under the <br />direction of Dr. Gans and a veterinary, cats, goats, fowl were to be destroyed at <br />once. The healthy dogs were to be held the customary length of time.. <br />City Attorney McCarthy .stated that the abatement proceedings would be <br />started at once and move as rapidly as possible, however, there would be 'some de- <br />lay until a guardian had been appointed in the event Olive Koemple was judged <br />insane. On motion of Councilman Anderson, seconded by Councilman Fletcher, <br />Building Inspector L..M. Duncan was directed to commence abatement procedure on <br />the property known. as. Lot 9, Block 13, Range D9 Town of Mezesville. . <br />Mayor Granger requested that arrangements be made to allow duck hunters authority to <br />enter the Yacht Harbor area at 5:30 A.M. for three months from. October 15-. On <br />motion of Councilman Anderson, seconded by Councilman McNulty, all.persons will <br />be allowed to enter the Yacht Harbor arca providing they are ,parrying the <br />necessary Coast Guard indentification. <.; <br />Councilman Hilton raised a question about the garbage ordinance, asking whether or <br />not the ordinanc.e was drawn to cover the size of the garbage can or the quantity <br />of.contents. After considerable discussion, the matter was laid on the table on <br />motion of Councilman Britschgi, seconded by Councilman Armstrong. City Attorney <br />McCarthy suggested that the disposal of garbage question was on the agenda of <br />the'League of California Municipalities Convention and that possibly this matter <br />would be discussed in its entirety at that time. <br />Councilman Anderson stated that he had been approached by several citizens- regarding <br />the two hour parking limit on Marshall between Middlefield Road and Hamilton <br />Street in the rear of the Court House, stating further that several of the em- <br />pl'b�e'e's"iri the Court House believed the limit should be removed. On motion of <br />Councilman Anderson, seconded by -Councilman Fletcher, this matter was to be re- <br />ferred to the Traffic Study Committee for.their consideration. . <br />Councilman Britschgi called attention to the fact that circus posters had not been re- <br />moved after the showing of the Arthur Bros.
