I <br />Councilman Armstrong questioned whether or not Mr. Fontana had bought <br />property. Attorney Millington statgd.that Mr. Fontana had bought property and <br />would be out #1583' if permit were revoked. - <br />Councilman Anderson stated that a permit was granted Mr. Fontana and at a <br />later meeting objections were brought forth by several firms and citizens who <br />were objecting to established plant and, therefore, were objecting to , <br />establishing of new plant. <br />Councilman. Fletcher stated letters had been received from National Motor <br />Bearing Company and from Mr. Carscallen of the Red Feather Products Company <br />complaining about another fertilizer plant so that the Council asked Mr. FontaY_a <br />to show cause why permit should not be revoked. <br />Councilman Anderson suggested City Attorney be called up to state position. <br />City Attorney McCarthy questioned whether Mr. Fontana had ever gotten a licens. <br />The Council passed a motion to grant the permit but there was a question in his <br />mind as to .whether Mr. Fontana had a license. He stated there might be a <br />difference between granting, the permit and obtaining the license and believed <br />the permit might be revocable. <br />Attorney Millington contended that it was a matter of procedure to get a <br />license and Mr. Fontana had bought the property because. of the permit being <br />granted. <br />Mayor Granger stated that if, new place were kept as clean as old plant and <br />Mr. Fontana lived up to conditions he did not believe permit should be taken <br />away. If any nuisance was established, however, he would vote to revoke permit. <br />Councilman Armstrong stated he did not believe present location constituted a <br />nuisance. <br />Councilman Hilton commented that there was no objection as far as he could see <br />but he, too, would vote to revoke p emit,if .plant became a nuisance. <br />Councilman Anderson said he believed notices should have been given so that all <br />sides could have been heard andifany nuisance arises he will vote to revoke <br />permit. <br />A Mrs. Sanders spoke from the -floor stating the plant waa a detriment to <br />property located near the plant. She also stated that Mr. Carscallen of the <br />Red Feather Products Company said employees of his company were obliged to eat <br />lunches inside because of the flies. <br />A Mrs. Malnik also spoke from the floor stating that flies caused by manure <br />at the plant were thick around her property and objected to the establishment <br />of the new plant on the grounds that it was a detriment to her property. <br />A resident from 5th Avenue, Friendly Acres, stated that the stench from -the <br />plant was terrific. <br />Health Inspector Hodge was asked to give his report. On December 19, 1942, <br />Inspector Bartholomew visited plant and found dehydration of fish meal and <br />manure caused odors. He recommended that after completion of present batch <br />no more was to be used.- On December 23, 1942, dehydration plant broke down <br />and no one was at the planta On December 28, 1942, the same conditions existed,. <br />e <br />
