c <br />9 <br />Councilman Fletcher stated that this man would be an operator and not a'chauf <br />feur which, in his opinion, made a difference. Councilman Britschgi seconded 'r <br />the motion made by Councilman Fletcher. Under the question, Councilman McNulty <br />said he didn't believe the applicant should be put to the expense of getting' <br />insurance and license if permit were not to be issued and he believed permit <br />Y= could be issued at this meeting. Councilman Fletcher stated that he could not <br />be given license until he had his chauffeur's license. Councilman Armstrong <br />- asked City Attorney McCarthy to read ordinance and, after that had been; done, <br />Councilman Armstrong stated that applicant had to have chauffeur's license - <br />before he could be given permit and suggested,that the" maker of the motion <br />withdraw his motion and that the Council follow the ordinance. City Attorney <br />McCarthy reported that under the provisions of the ordinance the City Manager - <br />may grant the permit. Councilman Fletcher withdrew his motilin and Councilman <br />Britschgi withdrew his second. Mr. Tammany was -instructed to m Ake application <br />'to City Manager'Mead. <br />Councilman Britschgi stated he would like to have the City Manager instruct the' Police <br />Department to watch the taxicabs as the speed is. very bad. City Manager Mead <br />stated that he had talked to Mr: Caccamo in regard to the matter and that Mr.' <br />Lauman of the ration board had also contacted Mr. Caccamo. .He reported_, that Mr. <br />Caccamo was very cooperative but that the turnover in personnel was largely <br />responsible for the condition. City Mana ger•Meafi stated that the taxicabd were <br />• shown no prbference and had to comply with thb ordinance. <br />"ity'Attoney McCarthy distributed copies of ordinance he had prepared in regard to <br />issuing of permits which be stated he was not satiefied with and asked that it <br />not be introduced at this meeting as he felt it should be revised. He asked <br />R <br />the Council for their opinion as to what permits the d'ommittee Should ebnsider. <br />He stated that Mr. Mead believed the permit committee should be composed of the <br />Tax Collector and the Chief of Police and that in going over the ordinances re- <br />quiring permits he'discovered that many applicants heft to go to the Fire Chief, <br />Police Chief, Building Inspector, City Manager. or Health Department in order <br />to secure permits. City Attorney McCarthy stated that.he had presented copies <br />of the ordinance to the Council at this meeting with the idea that they could <br />be studied and :decide what matters whould come 'within the scope of the,permit <br />committee. Councilman Britschgi moved that as long as two members of the <br />Council were absent they be furnished copies of the ordinance and the matter <br />ti laid over to the next meeting and placed'on the agenda. Motion.seconded"by <br />Councilman Armstrong. <br />City Clerk Dodge read ordinance controlling parking of bicycles. City Attorney'McCartb <br />stated he did not know whether emergency provision should be included. Council <br />man Fletcher was of'the opinion that the ordinance was too severe and would not <br />be enforced. Councilman Britschgi believed there should be & minimum and maxi- <br />mum fine. He asked if there were not some way the parents could be':made respon- <br />sible for the fine, such as notifying.parents'that bicycle has been impounded. <br />Mayor Granger's opinion was that the ordinance was written in such a way that <br />the bicycle could be returned upon payment of fine.
