Councilman Fletcher move4, <br />seconded by Councilman McNulty,.that the recommendation of the City Iltanager be <br />accepted and that he and the City Attorney be instructed to dray up the necessary <br />papers to purchase this piece of property under the terms as presented by Mr. <br />Mead. City Attorney McCarthy asked if the option will include the use of the <br />property, to which City Manager Mead replied that it would. Motion passed un- <br />animously. <br />Councilman Armstrong moved that the ordinance regulating the issuance of permits be <br />laid over and placed on the agenda of the next meeting to allow more time for <br />study, seconded by Councilman Anderson. Motion passed unanimously. <br />Building Inspector Duncan reported on the matter of the abatement proceedings of the <br />Lombardino property. He stated that the building has been torn doom but that the <br />premises have not been cleaned. City Manager Mead stated that he had received <br />a telephone call from the granddaughter of the ovmer of the property who stated <br />that they had a contract with the Atlas Wrecking Company to wreck the building <br />and clean the lot and had asked him what they could:do to make the wrecking <br />d <br />company fulfill the contract. Councilman Fletcher moved that the matter be placea: <br />on the agenda and if not cleaned up by the next,meeting,the city would clean same <br />and bill the owners. Councilman Anderson seconded the motion with the provision <br />that the Building Inspector inform the owners of the Councills action. Councilmar_ <br />Fletcher amended his motion to include Councilman Anderson's provision, Councilma, <br />Anderson seconded the motion. Motion passed uanimously. <br />City Attorney McCarthy reported on storage of cars on vacant lots. He stated he had <br />been unable to find an ordinance to cover this but was giving thought to the <br />formulation of such an ordinance and asked for more time to consider it. Council- <br />man Britschgi moved, seconded by Councilman Armstrong, that the matter be laid <br />over and carried on the agenda. Motion passed unanimously.. <br />The matter of the Kensington Square Sewer Distiict was next brought up for discussion. <br />City Attorney McCarthy reported that he and City Manager Mead had attended the <br />meeting of the Board of Supervisors and that,he had made an earnest plea to the <br />Board that inasmuch as the district is outside the city the Board stand as its <br />sponsor and give the city an assurance that if the city furnished the means of <br />disposal for the district that the Board and the County yiould see that'the city <br />receive the amount of money that is contracted for with the district. He stated <br />that the Board doubted the legality of the plan. It was their belief that the <br />district was a public corporation and a separate entity and they were reluctant to <br />begin any policy that would be a burden upon the county. The matter had been <br />referred to the assistant district attorney to check upon the legal aspects of the <br />matter and to so advise the Board and the matter was taken under advisement. <br />Assistant District Attorney Sullivan advised Mr. McCarthy that he was sure the <br />Board would use its best efforts to assist the city in collecting from the district. <br />City Attorney McCarthy also stated that since the last meeting of the Council, <br />Mr. Wilson of Kirkbride and Wilson, attorney for the sewer district, had addressed <br />11 <br />u <br />
