E
l
E
[l
0
it is the opinion throughout the State to recognize the Boy and Girl Scouts as
just recipients of public funds. He believed it was within the province of the
Council to appropriate such a -sum to the Boy Scouts. Motion passed unanimously.
Mr. Dematteis expressed his appreciation to the Council, for the consideration
given to the Boy Scouts.
City -Manager DIead reported on the matter of fares charged.by the Redwood City Bus Line
He had contacted Mr. Martin who advised him that he had two separate franchises,
one for the operation of the bus line within the city limits and to,San Carlos
find one within the city limits and to Palo Alto. He had an application pending
with the Railroad Commission for the consolidation of these two lines and unti:.
such time as his application is approved he is not allowed to issue transfers
from one line to another. There are two runs from the Pacific Portland Cement
Company after 4 o'clock.
Mr. Carbine addressed the Council stating that he believed Mr. Martin should be
asked to run busses after 4 o'clock on Main Street. He felt the present practice
to not run busses after 4 o'clock was a discrimination against the merchants and
people who worked on Main Street. He believed there.should be 'a "B° bus running
on Main Street until 6 d1clock.to accomodate these people. _
City Attorney McCarthy stated he had contacted Mr. Ensell, attorney for`Mr. Marti
who had confirmed Mr. Martin's statements in regard to the two franchises and
also the application before the Railroad Commission. Mr. Ensell was of the opini
that the matter`viould come before the 'Commission about the first of March. He
stated that the Pacific Greyhound Line had filed opposition against the granting
of Mr. Martin's application and that it might delay action on the petition. Mr.
McCarthy stated there was a question as to whether or not the Council had any
jurisdiction over Mr.- Martin as long as he had a franchise, .under the State
Railroad Commission and operat.ed out of the city. Thw Council could instruct him
to file a petition with the Railroad Commission if it desired. He believed if
the matter were placed on the agenda for the second meeting in 11 -arch that there
would be some action on the matter at that time. Councilman Armstrong asked Mr.
McCarthy if he'believed his appearance before the Railroad Commission would be
of assistance to Mr. Martin. Mr. McCarthy expressed his willingness to appear be-
fore the Commission. Councilman Anderson moved the matter be placed on the agend
for the second meeting in March to allow time for the Commission to review Mr.
Martin's application. Councilman Armstrong stated he had no objection to laying
the matter over but he believed the Council should do as much as possible to
help and suggested that the maker of the motion amend his' motion to include that
the City Attorney appear before the Railroad Commission. Councilman Anderson
amended his motion to -include that the City Attorney be instructed to appear be-
fore the Railroad Commission to point out to the Commission the importance to
the people of Redwood City granting the application. Motion seconded by Council-
man Armstrong and passed unanimously.
City Manager Mead reported on the progress of the acquisition of recreational area.
He stated he had received a tentative offer from Frank Goetz for 3.16 acres at
$2200. Terms of payment are $200 now withan option of payment of the balance fox
C
