I <br />recommendations of the Traffic Study Committee and asked if it would require an <br />ordinance. <br />i <br />Councilman Anderson entered the meetinge <br />City Attorney -McCarthy advised the Council that it would not be necessary to.pase <br />i <br />an ordinance. It would be sufficient to advise the City Manager to paint the <br />lines., <br />Councilman Fletcher moved, seconded -by Councilman Armstrong, that the recommenda- <br />tions of the Traffic -Study Committee be accepted to the extent of painting the <br />necessary markings in the lines. Motion passed unanimously. <br />City Clerk Dodge read communication received from the War Memorial Committee, James <br />w <br />i' <br />Hedge, Chairman,.in regard to an appropriation for the War Memorial Auditorium aid <br />recommended a levy of approximately 72 cents on $100.00 in the next budget. <br />Councilman Anderson commended the idea of the War Memorial Building but believed <br />the matter of financing it should be taken up at budget time and moved that th.e <br />. i <br />matter be deferred until then, seconded by Councilman McNulty. Councilman Arm- <br />, , <br />strong suggested that the maker of the motion amend his motion -to include that <br />i <br />the committee be advised of the Council's action. Councilman Anderson amended <br />hie. motion to include that the committee be advised of the Council's action, <br />seconded by -Councilman McNulty. Motion passed unanimously. <br />Mr. Louis Dematteis appeared before the Council in behalf of. the Boy Scouts in regard <br />x <br />to the matter of the building owned by the Elementary School District and which <br />i <br />has been -used as a meeting place by the.Scouts. The Fire Chief had reported to <br />the City Manager that the building constituted a fire hazard. The City Manager <br />and Fire Chief were instructed by the Council to submit a report on the im- <br />provements needed and the cost of same. The amount of the estimate to make the <br />necessary repairs amounts to $250. Mr. Dematteis felt that the community had a <br />: <br />responsibility in the matter. There are five troops who meet'in the building <br />C <br />five evenings every week and consist of over 100 boys who have the benefit of <br />scouting. If the improvements cannot be made the building will have to be closed <br />and there is no- other place in the city where they can meet. The Scout organ- <br />ization cannot help in financing the alterations nor is it within the province of <br />the Community Chest. Mr. Dematteis felt it was primarily the responsibility of.. <br />the community to provide a meeting place for youth organizations and asked if <br />there wasn't some way the City Council could help -the Boy Scouts to meet and de- <br />fray the expense of the alterations. <br />Mayor Granger asked City Manager Mead to give his report to the Council on the <br />cost of the alterations to the building. City Manager Mead stated that Mr. <br />Dematteis,had covered the matter quite thoroughly. The alterations consisted of <br />changing the present stairway, changing certain bad locks and making the front <br />and rear doors accessible to all groups meeting there. The estimate of the cost <br />was $250 - <br />Councilman Fletcher moved that the city appropriate $250.00 for the necessary <br />alterations and that the funds be expended under the supervision of the City <br />Manager, seconded by Councilman Anderson. Mayor Granger asked if it were legal <br />to give this money outright to the Boy Scouts. L'.ity Attorney McCarthy stated that <br />
