Mr. Wilson did. <br />not believe it should be - that the proper place for it was in the City Clerk's <br />files. Councilman Hilton moved, seconded by Councilman McNulty, that the <br />contract be recorded. <br />Councilman Fletcher; seconded by Councilman McNulty, offered resolution that <br />contract as drafted and presented before the Council be approved and the executi <br />thereof -by the District upon authority of its Board of Directors and that the <br />City Manager be authorized to execute it upon behalf of the city. On call of <br />roll, motion passed unanimously, Councilman Anderson being absent. <br />Councilman McNulty, seconded by Councilman Fletcher, moved introduction of ordinance <br />amending zoning ordinance No, 460. Attorney 0. F. Nuckolls appeared before the <br />Council stating there were several corrections he believed should be made before <br />the ordinance was adopted. After considerable discussion in.regard to these <br />corrections, Councilman McNulty withdrew his motion and Councilman Armstrong <br />moved, seconded by ;Councilman Britschgi, that ordinance be referred back to the <br />Planning Commission for further study. <br />Councilman Hilton asked for further time for the industrial committee to consider <br />location for used car lots and the matter was laid over to be carried on the <br />agenda. <br />Councilman Armstrong stated he believed he was responsible for the action which led <br />to the drawing up of an ordinance regulating the issuance of permits. He be- <br />lieved the study was so involved that the matter should be dropped from the <br />4genda_for the,time being and so moved, seconded by Councilman Fletcher. Motion <br />passed. ur}anim6,usly, <br />The matter of the abatement of the Lombardino property next carne up for discussion. <br />Building Inspector Duncan stated that the property was torn down.. Health - <br />Inspector Stein reported that the refuse -had been cleaned up from a health view- <br />point but that.there was a rat condition existing. The person representing the <br />owner had contacted the wreckers who were going to further clean up the lot, <br />It was moved by Councilman Britschgi, seconded by Councilman McNulty, that the <br />matter be carried on the agQnda. Motion passed unanimously, <br />City Attorney McCarthy reported on the, storage of cars on vacant lots and stated he <br />did not ;believe it Ylise to recommend an ordinance be drawn. He did not believe <br />such an ordinance would be valid as long as there, was no health or public safety <br />factor involved. Councilman Britschgi asked if used car lots couldn't be <br />classified as a nuisance. City Attorney McCarthy said.he did not believe so as <br />merely calling it a nuisance would not make it one. A nuisance must be inimical <br />to health or public safety. Councilman Britschgi moved that the City Attorney's <br />report be filed, seconded by Councilman Fletcher. Motion passed unanimously. <br />Councilman Fletcher moved affidavit ofublication of ordinance <br />p governing rate of pay <br />for woman welfare worker be filed, seconded by Councilman Armstrong. Motion`' <br />passed unanimously. <br />Councilman McNulty, seconded by Councilman Fletcher, moved adoption of ordinance <br />,governing rate of pay for woman welfare worker. On roll call, motion passed, <br />Councilman Anderson being absent. <br />
