<br />MINUTES OF REGULAR MEETING
<br />REDWOOD CITY COUNCIL
<br />SEPTEMBER '8, 1942 .
<br />8:00 P.M.
<br />Monday, September 7, being a legal holiday the City Council met on Tuesday,
<br />September 8, 1942, at 8:00 P.M.
<br />Upon roll -call the following were present: Councilmen H. F. Anderson, C. A.
<br />Britschgi, E. A. Fletcher, G. W. McNulty, and Mayor Floyd Granger. Absent:
<br />Councilman W. -W. Hilton and City Clerk C. W. Fltringham.
<br />Upon motion.of Councilman Anderson, seconded by Councilman McNulty, Paul A.
<br />McCarthy, City Attorney, was unanimously appointed to act as clerk 'pro tem
<br />in the absence of City Clerk C. W. Eltringham. .
<br />Louis W. Jenkins Jr., who was unanimously appointed as,councilman for the unexpired
<br />term of W. M. Werder, whose'resignation was accepted on August•3.1, 191+2,was
<br />sworn in and�took his seat and thereafter participated in th& proceedings of
<br />the meeting. He was welcomed by Mayor Granger as a member of the City Council_
<br />and responded briefly.
<br />On motion of Councilman Anderson, seconded by Councilman Fletcher, the minutes of
<br />.the regular meeting of August 17 and of the special meeting, of August 31, 19/2,
<br />were approved.
<br />On motion of Councilman Anderson, seconded by Councilman McNulty, recommendations "
<br />of the Chamber of Commerce for appropriation of not to exceed $20.00 for an
<br />advertisement of Port Redwood City in a special edition.of the Burlingame
<br />Advance and for $112:00 for a page in the Redwood City Tribune commemorating
<br />the formal opening of National Motor Bearing Co. were unanimously approved.

<br />On motion of Councilman Fletcher, seconded by Councilman McNulty, the vacancy in
<br />the membership of the Recreation Commission caused by the resignation of James
<br />Hagan was filled by the appointment of Mrs. Kenneth L. Bowen, pursuant'to the
<br />recommendation of the Recreation Commission.
<br />A communication From. Dr. C. C. Gans,.,•city and county health officer, as to the need
<br />for relaxation of building restrictions due to the shortage of housing facili—
<br />ties incident to defense work was read and his observations were approved.
<br />The Mayor was authorized to appoint a committee from the City Council to con—
<br />sider and report its recommendations as to measures appropriate to alleviate
<br />the housing shortage and possibly relax building restrictions, provided that
<br />sanitary requirements are met.
<br />Pursuant to a request from Mrs. V. Guida for permission to conduct a rummage sale in
<br />Redwood City on October 7 and 8 was granted on motion of Councilman Fletcher,
<br />seconded by Councilman Britschgi.
<br />A copy of a letter from E. J. Foulds, an attorney of the Southern Pacific Company to
<br />rthe California Railroad Commission regarding crossings of Jefferson, Maple and
<br />Main Streets was read; this stated that the plan for providing manual control
<br />of railroad signals at -said crossings as -stated in a letter of July 2, 19/+2,
<br />from C. L. Dimmitt has been approved by the Southern Pacific Company and that
<br />t
<br />it will proceed to place the plan in operation as soon as material and labor,
<br />can be made available. This offer was accepted on motion of Councilman
<br />Fletcher, seconded by Councilman Britschgi.
