City Attorney McCarthy stated he doubted if an amendment to the ordinance would apply to that because there is no matter of plumbing. He asked that the matter be held over and placed on the agenda so that he could give it further study. r Councilman Armstrong moved, seconded by Councilman Fletcher, affidavit of publication of amendment to zoning ordinance be filed. Building Inspector Duncan reported that the building on the Louis Del Ben property had been removed. The matter was dropped from the agenda. City Manager Mead reported that he had received a letter from Colonel Jno. H. Skeggs in regard to painting six traffic lines on Main Street to allow double parking which had been recommended by the Traffic Study Committee. City Clerk Dodge read the letter from Colonel Skeggs which stated that it was against the State Law to 'allow double parking on a State Highway but that they would be glad to repaint th-; present lines if the Council so desired. City Attorney McCarthy stated he did not have the Vehicle Code with him and asked that the matter be continued so that he could look into the matter. Councilman Armstrong moved, seconded by Councilmai Fletcher, that the matter be referred to the City Attorney for further- study and report at the next meeting of the Council. Motion passed unanimously. Mayor Granger stated he believed the Health i@partment had inspected a house on ry Walnut Street and a building at Five Points. Health Inspector Stein reported tha: the Health Departmenthad made a report on the building at Five Points and that s Mr. Duncan was going to proceed against the house on Walnut Street. Building Inspector Duncan stated that the owner of the property had it leased and as soon as the tenants moved she intended to remove the shacks on the property. There was a lengty discussion in regard to twenty—five foot lots within the city. Mayor Granger stated he understood that the Council agreed not to sell a 25 foot lot unless it was sold to the adjoining property owners. He understood that someone had bought a 25 foot lot which had been sold for taxes. Mrs. Miramontes stated that a real estate company had sold the lot many years ago and the owner had neglected to pay his taxes, street assessment,improvements and sidewalk improvements. When the owner asked for a statement the real estate committee rrk agreed to cancel some of these assessments. After the' owner, under the IRA impression that he had a prospective buyer, had paid the city the amount agreed LU upon, the proposed purchaser refused to buy the lot and the owner asked to have his.money refunded. City Attorney McCarthy stated the matter had been referred c® to him and, after conferring with Building Inspector Duncan, he had informed the _ owner that he would not be denied a permit to build but that it would be J impractical. He advised the owner that Mr. Duncan would be willing: to attempt to sell the lot to the adjoining property owners. Mayor Granger believed the property owner should be protected and thought a plan should be worked out whereb3 the city could buy the property.
