City Clerk Dodge read report of City Manager Mead and City Attorney McCarthy. in regard to position of treasurer and auditor being held by one person. The report statei. that it is contrary to the intent and spirit of the Charter to designate the treasurer as also the auditor, and that whenever an auditor is appointed the person so appointed must be a different individual from -the treasurer, therefore, it was the opinion of .the City Attorney that -the appropriate action to be taken by the Council was to authorize the treasurer (or other officer) to perform the duties of the city auditor until a separate person is appointed as auditor. Councilman Armstrong was of the opinion that if it was necessary to appoint someone to perform the duties of auditor it should be,someone other than the treasurer. In his opinion, the duties of the two offices should not be performer. by the same person: City Attorney McCarthy was of the opinion that.it was not necessary for the Council to take action to appoint an auditor until the necessity arose. Councilman Granger referred to Section 55 in the Charter, •stating that assessment rolls must be approved bye the auditor. City Attorney McCarthy stated that the treasurer approved the assessment rolls because the Charter stated that until an auditor is appointed the Treasurer will perform the duties as an auditor. He stated that if the Council concurred with Mr. Armstrong in that it is not right to designate the treasurer to perform the duties of auditor then the Council could designate some other officer.: It was his opinion that the Charter means that the treasurer is to do that until an auditor_is.appointed. Councilman Anderson asked why things could not go on as at present until an auditor is felt necessary by the Council, stating we did not need an auditor at the present time. City Attorney McCarthy stated that there was a resolution designating the treasurer as auditor which Councilman Armstrong wished to have rescinded. Councilman Armstrong stated there were other city officials whose duties would not conflict with the duties of auditor, such as the city clerk. City Manager Alead pointed out that Mr. Dodge has a separate bond under each of his offices. The matter was placed on the agenda for the second meeting in June for further study. City Manager Mead stated that he had asked City Attorney McCarthy to prepare a resolution authorizing the application for $9,245.00 of Lanham Act Funds to carry on the recreational activities for the coming year to July 1, 1945, explaining that the amount was based on the percentage of funds to be appropriated by the city for recreational purposes. Councilman Fletcher offered the•sesolution, seconded by Councilman Anderson. _On roll call motion passed unanimous]y. ' Resolution authorizing W. W. Hilton, as Mayor, to enter the safety deposit box at the Bank of America was offered by Councilman Fletcher, seconded by Councilman Armstrong. Under the question, Councilman Granger stated that he didn't dee why two or three people were involved in going into the safety deposit box. Councilman Armstrong stated that it was a requirement of the bank. He -didn't believe that the Bank of America or any other bank would accept anyone having authority to enter alone.
