ii, Communication was received from Frank DePatta, Scrap Metal Committee, enclosing cheek in the amount of $46.52 for tin can collection for the month of April, 1944. Councilman Granger moved the check be accepted and referred to the War Council and a. letter of thanks be sent to Mr. DePatta, seconded by Councilman McNulty. Motion passed unanimously. Communication was received from Guy K. Bolgar in regard to application for permission r ' to operate a boarding house at 235 Hopkins Avenue. Mr. Bolger appeared before the Council stating that he wished to operate this boarding house for the benefit of old -age pensioners and that•it would be run on a non-profit basis. He stated he believed the house had been used as a boarding house for a period of approximately twelve years. Councilman Fletcher stated he dld,not understand the non-profit clause. Mr. Bolger explained that it will be a non"profit organization in that none of the people concerned in the undertaking will profit from it. They do expect to have a sinking fund which will be supplied by others not directly concerned in the project. Mayor Hilton asked if iV were to be operated on a cooperative basis, to which Mr. Bolger replied that it was to be, that the occupants would help with the work. Councilman Britschgi asked if it were a club or group movement. Mr. Bolger replied that it was a religious association-.Bethene Bible Students„Association. City Manager Mead stated that he had had Building Inspector Duncan and Health Inspector Stein inspect the premises. Inspector Stein reported that he and Mr. Duncan had inspected the premises on Meay..9th and that it had been a long time since he had seen such a clean boarding house. Mr. Duncan concurred in his statements. City Clerk Dodge read excerpt from Ordinance No. 197 in regard to boarding houses. Councilman Armstrong asked if it would be appropriate if the Council saw fit to grant the permit to grant it on a non -transferable basis. It was -the opinion of City Attorney -McCarthy that this would be in order. Councilman Armstrong moved that the permit be granted with the understanding that it be granted to the present owners and operators of the property and non -transferable, seconded by Councilmen Anderson. Motion passed unanimously. Mr. Bolger expressed his appreciation to the Council for their consideration of this application. Mr. W. L. Meusdorffer appeared before the Council in regard to abatement notice posted on his property at 1606 Main Street. He vigorously protested the proceedings. City Attorney McCarthy stated that the notice to appear before the Council and show cause why his building should not be abated was dated for the meeting of June5 th and that the Council could not legally take any action at this meeting. Mr. Meusdorffer was instructed to appear at the June 5th meeting at.which time his protests would be heard. Sam Communication was received from the Municipal Division of>the Peninsula League of I ® California Cities notifying of meeting to be held Thursday, May 18th at Mt. View., City�Olerk Dodge noted those councilmen signifying their intention of being present.
