Councilman Britschgi asked the Council to consider the idea, of having the city ordinances remodeled. He believed the ordinances could be broken down to a set number of standard. ordinances and many old ordinances could be thrown out. He believed when an amendment was made the whole ordinance should be rewritten, and ,thus the council would have a better understanding of the ordinances. He cited as.an example the ordinance which was read earlier in the meeting - Ordinance No. 187- which was passed in 1917. City Attorney McCarthy explained that it is a difficu:'. and tedious job to .codify ordinances and that the majority of attorneys did not have much experience with ordinances. He stated that the present, ordinance books were quite good with the exception of the index in the 1929 book.- He stated he avoided having a new ordinance in conflict with an old one, the old one being either repealed or amended. Councilman Granger again raised the question of civil service and stated he believed it would be appropriate if each councilman appointed a citizen in addition to the Board of Review to make a study of the civil service system. Councilman Fletcher asked what Councilman Granger had in m ind in regard to the, civil service system, to which he replied that theme were several conflicts. He didn't Believe there was a true civil service system in the city and believed there should be a civil service commission. Councilman Anderson stated that there had been no complaints from the employees, that the system had not worked to the detriment of the city and did not believe a committee should be asked to make a study of a situation on which there had been no complaints. Councilman Britschgi stated he had made a study of the system and the ordinance pertaining to it and could find no fault with it. Councilman Fletcher stated he could find no fault with it and that the people of Redwood City had voted for it. He was a little afraid of tampering with it. City Manager Mead stated that the employees were free to dome to his office with any complaints in regard to the system and that he had had none. City Manager Mead asked if it would be possible to have a -caucus meeting for the purpose of studying the preliminary budget. It was decided to hold such a meeting Friday evening, May 19th at 9:00 P. M. City Manager Mead also stated that it would be n ecessary to have a special meeting on May 29th to pass the preliminary budget. Mayor Hilton brought up the fact that the press -in announcing the app61ntment of the new woman welfare worker had stated she headed the welfare department. He stated that the council had not created a new department and that she was supposed to be working out of the police department. City Manager Mead stated that a new dePartment had not been created, the welfare worker is under the police department but because she was dealing with juveniles it had been thought best to call it welfare department. Councilman Granger believed the fact should be called to the attention of the newspapers so that a correction could be made. Councilman Britschgi believed the welfare worker should be included on the newly created community council. Councilman Armstrong stated that she had been asked to serve on this council. M :�t � L k' I
