<br />Upon roll call the following were present: Councilmen H. F. Anderson,•C. C. Azpst;
<br />Carl A. Britschgi, E, A. Fletcher, Floyd D, Granger, George W, McNulty, Mayor
<br />W. W. Hilton. Absent: City Clerk R. S. Dodge.. Also present were: City Man
<br />Robert W, Mead, City Attorney Paul A. McCarthy, Police Chief C. L. ,Collins,
<br />Fire Chief M. E, Ryan, Building Inspector L. M, Duncan, City Collector N, L.

<br />On motion of Councilman Fletcher, seoonded by Councilmen Anderson, Councilman
<br />was appointed City Clerk pro tem. Motion passed unanimously,
<br />The meeting was held for the purpose of adopting the preliminary 'budget. City'
<br />Attorney McCarthy stated that the Council was not under obligation to adopt the
<br />preliminary budget at this meeting, however, under the terms of the Charter, the
<br />City Manager was presenting it before June 1,
<br />Councilman Armstrong stated he had two comments to make in regard to the budget as
<br />'presented, This years budget provides for $15,000 to be set aside for postwar
<br />development as against $25,000 in last yearls budget and he believed $25,000
<br />should be provided for in this year's budget even if it meant levying an
<br />additional five cent tax allowable for special purposes. An alternative would be
<br />to decrease the revolving fund from X40,000 to $3000000' It was his opinion that
<br />the revolving fund was unnecessarily large, and by decreasing it $10,000 the
<br />postwar fund could be iiroughi up to the #251000 as set aside last year, Council.
<br />man Fletcher stated it had been the policy of the Council to keep the revolving
<br />fund at $40,000 and felt it should be kept at that amount in the event the
<br />Federal Government would offer aid. Councilman Anderson asked the tax rate for
<br />last year -and: was informed by City Manager Mead that it was $1,35. The tax rate
<br />'in this year's budget is $1,3914. City'Manager Mead explained that the tax limit
<br />for general government was set at $1.00, that there was no limit set for special
<br />purposes and that under the pa^ovisions of the Charter, a five cent additional levy
<br />fo'r specific purposes was allowed, He stated that a five cent levy would yield
<br />approximately $8,300. Councilman Armstrong moved that a special levy of five oen�
