Councilman Armstrong so amended his motion. Councilman Anderson stated he was in favor of the levy inasmuch as it would create a good 1��9999 l fund for postwar development. Councilman Granger asked if this fund could be used for engineer's plans and specifications without being specifically ear- r marked. Councilman Armstrong stated that the resolution creating a postwar fund provided that the money was to be spent for postwar plans which were on file. He stated that no priority was given to any plan but believed that engineering plans and specifications would be charged against the kurid. City Manager Mead stated that the first .step in the postwar plans would be engineering plans and specifications and believed if the Government allocated money to the city, the city would be given credit for engineering plans. Motion passed unanimously. Councilman Armstrong stated that during the discussion of the budget several departments had requested appropriations for new equipment, some of which was allowed and some of which it had been necessary to postpone. Because of the inability to include these requests in the budget, he felt that in a few years it was going to be necessary to replace the major portion of equipment in several departments which would cost thousands of dollars and, if no fund is provided, would necessitate a bond issue. He believed there should be some current fund to allow for depreciation. Councilman Fletcher stated he was in `. favor of fund being created for this purpose. Councilman Granger was of the opinion that a fund had been set up for this purpose. City Manager Mead stated that the matter had been discussed last year but that no definite action had been taken. All councilmen signified they were in agreement with the idea and Councilman Armstrong suggested that money might be appropriated from the re- volving fund to an equipment purchase fund to be used only for that purpose. Councilman Fletcher moved that $10,000 be taken out of the, revolving fund and set aside for the purchase of equipment and reduce said revolving fund to $30,000, seconded by Councilman Armstrong. Under the question, Councilman Anderson was of the opinion that rather than take an even amount out of the i revolving fund it would be better to have the city manager present a figure based on the estimated depreciation of the equipment. Councilman Armstrong stated -he believed that was the proper way to do in the future but stated he would li4e to see that deferred until the motion before the council is carried. City Manager Mead stated he would like to see the motion amended to set up an Inventory of equipment account which would provide for the $10,000 appropriation plus the estimated value of the equipment as of this date. Councilman 4Lrmstrong did not,see the necessity of setting up a separate equipment and inventory fund. He believed an -estimate could be made of the equipment as to its remaining useful life. That would be charged against the department for future use. The cash should go into a separate account.
