City Manager Mead stated he would like to discuss the .plan with the auditors and then submit 1t to the Council for approval.. Councilman Fletcher -.amended his motion authorizing the city manager and auditors to set up such accounts as necessary: Motion passed unanimously. Councilman McNulty brought up the matter of. repayment of loan to water department. City Manager Mead stated no provision had been made.in this budget.. Mayor Hilton believed a certain sum should be earmarked every year for this purpose. Councilman Anderson asked how much money had been originally borrowed. It was not certain what the original amount had been but City Manager Mead stated that $7500 had been paid in 1942-43- Councilman McNulty believed the payment could come out of the unbudgeted reserve account. Councilman Anderson moved that one-third of the amount still owing the water department be taken out ofthe un - budgeted reserve account and placed for the repayment of the loan. Councilman Fletcher believed the amount taken from the unbudgeted reserve should be one- half of the balance owing the water department- Councilman Armstrong was of the opinion that the money should not come out of the unbudgeted reserve- City Manager Mead asked if.the motion could be laid over to the next meeting until the exact amount owing is determined so that there would be no danger of the unbudgeted reserve account being left too small. Councilman Granger brought up the matter of the increase in salary of library v employees. City Manager Mead explained that there was -no blanket increase in the salaries of the library employees. He stated that the library was operating under an ordinance passed in 1941 which provided a minimum and maximum salary for each position. Some of the employees were being raised to the maximum and others within the salary range, these raises necessitating an appropriation of $720 in the budget. Mayor Hilton asked if the library employees would not come under the salary ordinance which is to be passed later. City Manager Mead replied that they would not unless they were included in the ordinance. He stated that the Library Board did not intend to grant blanket increases but only make increases where necessary. Councilman Fletcher was of the opinion that those employees receiving increases were worthy of them.. Councilman Anderson stated he believed the council would be going back on its word if the maximum salary was not allowed.. Councilman Granger asked if when the appropriation to ,the library is broken down if it would specifically show what each employee is receiving. Councilman Armstrong was of the opinion that it would not Council- man Granger was of the opinion that the library employees are no different than any other city employees and their salary ordinance should be broken down the same as other departments. City Attorney McCarthy stated that the library acts under general laws of the state. The Council makes appropriations to the budget and sets certain amounts to be allocated for certain things. The balary ordinance fixes a minimum and maximum salary range.which enables the Library Board to make salary adjustments.. Councilman Armstrong stated he would like to
