I have the city manager and city attorney look into the matter and see where the council stands in the matter of salaries for the library. City Attorney McCartkr advised the council that he agreed with City Manager Mead in that if no other ordinance had been passed he believed the last ordinance was in effect. Councilman Anderson moved, seconded by Councilman McNulty,.that the preliminary budget be aacepted with any changes as shown in the minutes. Motion passed unanimously. Communication was received from Estella E. Lee, Chairman of Entertainment Committee of the U. A. W. - C. I. 0. Local 76, employed at National Motor Bearing Company, requesting permission to hold benefit whist and bunco party on Sunday evening, June 4, at Foresters Hall, stating they asked for Sunday as that is the only evening the members on the swing shift are free. Councilman Fletcher moved that permit be granted. Councilman Granger was of the opinion that the permit should not be issued inasmuch as other similar requests had been denied and believed everyone should be treated alike. Councii1man Anderson believed some considera- tion should be shown because of war conditions and that the council might relax their policy and allow the permit because of that fact. Mayor Hilton stated that if the request were granted it should be stated that the council was making a concession and that it was not to be taken as a precedent. The motion was seconded by Councilman Britschgi. Under the question, Councilman Anderson stated that if the motion carried and when notifying the permittee it should be stated that the council granted permission realizing the present war condition and that it was not to be taken as a precedent. Councilman Armstrong stated he was going to oppose the motion. Councilman Granger stated he was also going to oppose the motion. Councilman Britschgi asked the reason for barring any activity on Sunday and was advised that the council believed there were enough other days for activities. Mayor Hilton stated he was going to vote- against the motion stating that other organizations would have the same reasons for wishing to hold an activity on Sunday. A roll call was taken and the -following vote recorded: Ayes, Councilmen Anderson, Britschgi and Fletcher. Noes, Councilmen Armstrong, Granger, McNulty and Mayor Hilton, Councilman Granger moved, seconded by Councilman McNulty, that the communication be acknowledged advising that it was not the policy of the council to allow dances and games on Sunday. Motion passed unanimously.. Communication was received from Nelle L. Miramontes, City Collector, advising that Mrs. C. L. Blair, 44 Holloway Avenue, San Francisco,.owner of Lot 1, Block 7, Lenolt, allowed her city taxes to become delinquent in the amount or $86.24, and wished the city to accept $71.43 in full payment due to the fact that her husband is ill and able to work only part time. The communication was concurred in by the real estate committee, Councilmen G. W. McNulty and Carl Britschgi, and by City Manager R. W. Mead. Councilman Anderson, seconded by Councilman Armstrong, moved that $71.43 be accepted in full payment from Mrs. Blair for delinquent taxes. I4otion passed unanimously.
