■ �4 MINUTES OF ADJOURNED REGULAR MEETING REDWOOD CITY COUNCIL JUNE 26, 1.944 7:30 P. TA. Upon roll call the following were noted present: Councilmen H. F. Anderson, 0. 0. Britschgi, E. A. Fletcher, F. D. Granter, CT. W. MbNulty, Mayor W. W. Hilton and City Clerk R. S. Dodge. Also present was City I,ianager R. W. Irtead. Absent City Attorney P. A. McCarthy. Mayor Hilton explained the purpose of the meeting was to consider the proposed salary ordinance. Councilman Fletcher commented on the item in the ordincnee to cover a proposed pari, -time City Treasurer, stating that since the last meeting he had given the matter considerable thought and was of the opinion that possibly the time was not right to make the change. Councilman Armstrong reiterated liis belief that it was not good Business to continue the practice; of one and the same man who is msponsible for the custody of funds to also keep the accounts. Idr. Armstrong stated that even thought tree present Treasurer was bonded, the system should be such that the City Auditor should not have control of the city funds. Upon being advised of the practice of the Treasurer collecting 1.911 Act Assessments fo:? the bond holders and making no accounting; to the City, Mr. Armstrong voiced strong objections to the practice stating such conditions should not be allowed, Councilman MckTulty stated the reason that 1911 Funds had not been audited•.was that the city had no interest in the fund inasmuch as it was not city money. Mr. Armstrong stated that he believed the Council should get in touch with Mr. Uhlenberg, and discuss the scope of the annual audit. Councilman Fletcher suggested passing the salary ordinance, holding the matter of appointing part-time treasurer until Auditor 0. G. Uhlenberg could be consulted Councilman Britschgi suggested appointment of an employee to devote full time with headquarters at the City Hall to work as Treasurer and whatever other duties might be assigned. Councilman Armstrong ovjected to this procedure 6n the grounds that the Treasurer should not be under any jurisdiction of any other officer, stating that sucht a part-time employee would be accountable to the City I,tanager part of the time. .Councilman Anderson moved, seconded by Councilman Fletcher that the City Manager, City Clerk and City Attorney consult Isar. Uhlenberg to define and segregate the du.tie:r of City Treasurer, work out a plan of handlin 1911 Act Funds and bring back a report and recommendation at the second meeting; in July. Motion carried. Councilman Fletcher offered introduction of salary ordinance, seconded by Councilman Anderson. Under the question, Councilman Granger questioned the ordinance as introduced, stating he eras not matisfied with the form. After considerable dis- cussion, it was decided to lay this matter over for the time being; to enable the War Memolic.1 Building*; Committee to present their views. Mr. J. D. Hedge, chairman, voiced the CommitteO s appreciation for the chance to meet with the Council and discuss the matter, stating; that, as Mr. Ross Winchester advised the Council at the last Council meeting;, the Committee felt it wr.s time to discuss certain details with the Council.
