The motion passed with Councilmen Armstrong and McNulty voting in the negative. Lieutenant J. J. Sullivan appeared before the Council regarding the proposed, ordinance prohibiting smoking at the Port, stating that the proposed ordinance is being put into effect throughout the Bay area to cover areas directly operat- ed by the war activity. The Navy stores a quantity of high octane gasoline at the Port which creates a hazard unless there is some means of prohibiting smoking. The Navy cannot prohibit smoking on the docks and wharves and for that reason was asking the city to enact such an ordinance. He said his commanding officer had thought it advisable to also include prohibiting_of smoking on vessels in the Port. Councilman Anderson offered introduction of the ordinance with the word "ship" included in it, seconded'by Councilman Britschgi. Motion passed unanimously. City Manager Mead reported that he had obtained approval from the Southern Pacific Company to plant roses along the right-of-way as long as it did not interfere with the use of the platform by passengers or trucks.. He stated he had acknowledged.the letter and advised the city would comply with the request. He said the roses would be planted as soon as the proper season arrived. d6tncilma.n Armstrong moved that the matter of the appointment of a city treasurer be carried on the agenda until the report from the certified public accountant has been received with the idea in mind t$at there might be something in the report that should be discussed, seconded by Councilman Granger. Motion passed unanimously. Coundilman Fletcher moved, seconded by Councilman Britschgi, that affidavit of publication of Red Feather Annexation Ordinance be filed. Motion passed unanimously. Councilman McNulty, seconded by Councilman Fletcher, moved adoption of Red Feather Annexation Ordinance. On roll call, motion passed unanimously. Councilman Anderson moved affidavit of publication of ordinance harmonizing dates W and time of paying tax bills be filed, seconded by Councilman McNulty. Motion passed unanimously. Councilman Anderson moved, seconded by Councilman Granger, adoption of ordinance harmonizing dates and time of paying tax bills. On roll call, motion passed unanimously. City Clerk Dodge read letter received from Pierre Casaurang in regard to abating nuisance on property at Five Points, stating that I,4r. Weiner had contracted to clean up the premises and asked for an extension of time. City Attorney McCarthy stated that he had contacted Mr. Weiner's office .and his secretary agreed to smite Mr. Weiner an air mail letter. City Building Inspector Duncan contacted Mr. Casurang and had his assurance that the premises will be cleaned. Mr. Duncan reported that Mr. Weiner's office reported there was a new owner of the property and Mr. Casurang denied he had ever sold or wished to sell the in 1i I M 0
