DAY OF OCTOBER, 1940, BY ADDING THERETO A NEW SECTION TO BE DESIGNATED AS SECTION 74 FJTT1TLED "WAB EMERGENCY APPOINT- MENT&7 The Council of the City of Red- wood City does ordain as follows: SECTION 1. Ordinance No. 445, entitled '!Ordinance No. 445, an Ordinance of the City of Redwood City Creating and Establishing a Personnel System of said City." passed and adopted by the Council of the City of Redwood City on twenty-first day of October, 1940, Is hereby amended by adding there- to a new Section to be designated as Section 7.5 reading as follows: SECTION 7.5 WAR EMERG- E N C Y APPOINTMENTS. Not- withstanding the provisions of Sec- tion 7 of Ordinance No. 445, during the present war emergency and until six months after cessation of hostilities in every war in which the United States of America is now engaged, the provisions of Sec- tion eation 7 of said ordinance relating to temporary appointments are hereby modified, and during such period, In the absence of appropri- ate employment lists, a temporary appointment may be made by the appointing power of a person meet- ing the minimum qualifications for the position, provided, however, that an employment list shall be established for such position within ninety days. No person shall be employed by the city under tem- porary appointment for a total of more than six months In any fiscal year. In the event of emergency, the appointing power may appoint such persons as are required to meet the situation, but ouch ap- pointments shall not exceed fifteen working days. SECTION 2. EMERGENCY MEASURES: This ordinance is hereby declared to be necessary as an emergency measure for the Im- mediate preservation of public peace and welfare, and shall take effect and be in force from and after its passage and adoption as required by law. The following is a statement of the reasons for the urgency of this ordinance: The great number of persona now engaged directly and Indirectly In the prosecution of the ware in which the United States Is engaged, and in industries for the promotion of the war efforts, it is impracticable and at timea'Im- possible to obtain the services of persons for public office or public employment through promotion or competitive examinations and It is therefore necessary in order to Pro- vide adequate personnel to carry on city government within said city to make .provisions for temporary employments for the period herein- above stated.
