M. <br />ANY PERSON INTERESTED <br />AND THE GENERAL PUBLIC <br />WILL BE HEARD BY SAID <br />COUNCIL AT SAID TIME AND <br />PLACE IN RELATION TO THE <br />ADOPTION OF SAID ORDI- <br />NANCE. <br />ORDINANCE No...82 <br />AN ORDINANCE AMENDING AN <br />ORDINANCE ENTITLED "OB- <br />DINANCE NO. 4456 AN ORDI- <br />NANCE OF THE CITY OF RED- <br />WOOD CITY CREATING AND <br />ESTABLISHING A PERSON- <br />NEL SYSTEM OF SAID CITY, - <br />PASSED AND ADOPTED BY <br />THE COUNCIL OF THE CITY <br />OF BEDWOOD -CITY ON...... <br />DAY OF OCTOBER, 1940, BY <br />ADDING THERETO A NEW <br />SECTION TO BE DESIGNATED <br />AS SECTION 74 FJTT1TLED <br />"WAB EMERGENCY APPOINT- <br />MENT&7 <br />The Council of the City of Red- <br />wood City does ordain as follows: <br />SECTION 1. Ordinance No. 445, <br />entitled '!Ordinance No. 445, an <br />Ordinance of the City of Redwood <br />City Creating and Establishing a <br />Personnel System of said City." <br />passed and adopted by the Council <br />of the City of Redwood City on <br />twenty-first day of October, 1940, <br />Is hereby amended by adding there- <br />to a new Section to be designated <br />as Section 7.5 reading as follows: <br />SECTION 7.5 WAR EMERG- <br />E N C Y APPOINTMENTS. Not- <br />withstanding the provisions of Sec- <br />tion 7 of Ordinance No. 445, during <br />the present war emergency and <br />until six months after cessation of <br />hostilities in every war in which <br />the United States of America is <br />now engaged, the provisions of Sec- <br />tion <br />eation 7 of said ordinance relating <br />to temporary appointments are <br />hereby modified, and during such <br />period, In the absence of appropri- <br />ate employment lists, a temporary <br />appointment may be made by the <br />appointing power of a person meet- <br />ing the minimum qualifications for <br />the position, provided, however, <br />that an employment list shall be <br />established for such position within <br />ninety days. No person shall be <br />employed by the city under tem- <br />porary appointment for a total of <br />more than six months In any fiscal <br />year. In the event of emergency, <br />the appointing power may appoint <br />such persons as are required to <br />meet the situation, but ouch ap- <br />pointments shall not exceed fifteen <br />working days. <br />SECTION 2. EMERGENCY <br />MEASURES: This ordinance is <br />hereby declared to be necessary as <br />an emergency measure for the Im- <br />mediate preservation of public <br />peace and welfare, and shall take <br />effect and be in force from and <br />after its passage and adoption as <br />required by law. <br />The following is a statement of <br />the reasons for the urgency of this <br />ordinance: The great number of <br />persona now engaged directly and <br />Indirectly In the prosecution of the <br />ware in which the United States <br />Is engaged, and in industries for <br />the promotion of the war efforts, <br />it is impracticable and at timea'Im- <br />possible to obtain the services of <br />persons for public office or public <br />employment through promotion or <br />competitive examinations and It is <br />therefore necessary in order to Pro- <br />vide adequate personnel to carry <br />on city government within said city <br />to make .provisions for temporary <br />employments for the period herein- <br />above stated. <br />The above and foregoing ordi- <br />nance was introduced at a regular <br />meeting of the City Council of the <br />City of Redwood City held on the <br />19th day of November, 1942. <br />C.
