Councilman Anderson' sug1rested. a temporrry .permit be issued fpr a period <br />until six months after the duration. <br />City Attorney McCarthy was asked for his opinion as to yfaether or not the <br />box was a building or a piece of equipment and stated he was unable to determine <br />the question. <br />Counoilman Granger moved that permit be granted providing there is submitted <br />i' to the Council in writing a stipulation that it will be removed six months after <br />the war, seconded by Councilman IalcNulty. Councilman Britschgi asked what the <br />permit was for. Councilmen Granger added the wprds "temporary structure" to <br />his motion. Councilman Britschgi stated that if it were called an ice box he <br />would vote in favor of the motion. Councilman Granger changed his motion to <br />read "ice box". <br />Councilman Armstrong stated that if it. were a building, the Building Inspec- <br />tor would have to grant the permit. If it were a piece of equipment, no permit <br />was needed. <br />Councilman Anderson was of the opinion that no definite action could be <br />taken at this meeting. He said the Council had not gone on record as calling <br />the structure anything and believed the Council could take action six months <br />after the war if a building is not built or if the ice box is.not removed. The <br />motion before the Council and the secohd to the motion were withdrawn. <br />City Manager Mead reported that he had written to Mr. Jordan of the Southern Pacific <br />9 <br />Company clarifying the wishes of the Council in regard to protection at the <br />crossing of Chestnut and Bayshore. He stated he had heard nothing, from Mr. Jor- <br />dan as yet. The matter was placed on the agenda of the next meeting. <br />This was the meeting at which bids on the old library site were to be opened, however, <br />none were received. City Manager Mead advised the Council that EIr. Gross, a <br />real estate agent, had advised him that the people w`no had made the offer were <br />to finance the purchase. Mr. Gross said his client would be willing to defray <br />the expense to which the City was put in advertising for bids on this property. <br />City Attorney McCarthy suggested that the time for accepting bids be extended which <br />would eliminate the necessity for readvertisin;. Councilman Fletcher moved <br />that time for accepting bids on this property be extended to October 16, seconded <br />by Councilman Granger, Under the question, Councilman Britschgi suggested that <br />aavertisement'be placed in the San Francisco papers. I:iotion passed unanimously. <br />Councilman Britschgi moved, seconded by Councilman Anderson, that a sum <br />not to exceed $25.00 be set aside for advertising purposes in San Francisco papers <br />of notices of accepting bids for the library site. Councilmen Armstrong, under <br />the question, asked if this sum was to come out of the unbudgeted reserve and was <br />informed it would. Motion passed unanimously. <br />City Attorney McCarthy advised the Council that he had prepared an ordinance calling a <br />special election for the purpose of authorizing, the Council to purchase 107 acres <br />of land on Bayshore Highway and explained the election procedure. <br />Councilman Armstrong asked to have the ordinance read which City Attorney <br />McCarthy did.
