sell her lot. City Clerk Dodge presented letter received from Mrs. Offerman pro- <br />testing the resubdivision. City Attorney McCarthy advised that Mr. DePatta, the <br />applidant for the resubdivision, had planned to be present at the meeting, however, <br />he did not appear. Councilman Anderson expressed the opinion that he would: not <br />be willing to vote on resubdividing the lot unless plans were submitted of homes <br />to be built so that the Council would know there would be no detriment of other <br />homes, which opinion was concurred in by Councilmen Fletcher and McNulty. Counci_- <br />man Britschgi moved that the application be denied, seconded by Councilman McNult7. <br />Motion passed unanimously. <br />Mr. A. B. Cheatham appeared requesting that the matter of the Wings and Anchor Olub be <br />postponed until the next meeting. He•stated that the Wings and Anchor Club com- <br />mittee had met with the committee appointed by the Council and that he understood <br />that City Attorney McCarthy had drafted a resolution to be adopted by the Council, <br />however, it was necessary certain figures be received before this could be done. <br />He believed these figures would be obtained within the'next week or ten days. <br />Mayor Hilton advised Mr. Cheatham that the matter would be placed on the agenda <br />of the next meeting. <br />City Manager Mead advised that he had not received a reply, to his letter to Colonel <br />Skeggs in regard to traffic lanes being installed at the intersections of Willow <br />and Hazels Streets with E1 Camino Real. He advised he had written again and askei <br />to have the matter placed on the agenda., <br />City Attorney McCarthy advised that the Law Enforcement Mutual Aid Plan had been <br />briefly reviewed at the.last meeting of th•e Council and further explained'that th, <br />plan is confined to police,matters. He stated there were three motives for ren- <br />dering aid, one region being within the county for minor disturbances, another <br />region being for major disturbances, the region being defined by the Governor <br />and State War Council, and another region formed upon proclamation of the governor. <br />He stated it was entirely voluntary and that policemen could not be drawn from the <br />county or region except in the case of a proglamation by the Governor. Council- <br />man Granger reported that he could find nothing out of order in the plan. He <br />stated it was up to the Chief of Police as to whether or not he could spare men <br />except in the case of a, Governor's Proclamation. He was of the opinion that the <br />plan was drafted for the purpose of a disaster program to take the place of Civi- <br />lian Defense after it was disbanded.• Councilman Armstrong asked what the plan <br />added to what municipalities would naturally do in base of an emergency. City <br />Attorney McCarthy replied that it protects a polidems.n called to duty in an6ther <br />city in the event he does any damage to persons or property and also entitles him <br />to compensation in the event of injury or death. Councilman Anderson moved, sec- <br />onded by Councilman Fletcher, that the plan be approved. Motion passed unanimous' -Y. <br />City Attorney McCarthy presented proposed amendment to the building ordinance defining <br />the meaning "detached". There was some discussion as to whether the wording of <br />the amendment would cover the purpose for which it was intended and it was decided <br />that this amendment would prevent rooms or buildings being attached to residences <br />in the first residential district without being an integral part of the building. <br />
