25 <br />k <br />$i <br />Police Chief Collins, reported on stop signs at Rogers and Arguello, Duane <br />and Hopkins, James and Grand and Whipale and King Streets, recommending <br />that no action betaken until normal conditions are restored. On <br />motion of Councilman Fletcher,'seconded by Councilman Britschgi,'report <br />was ordered filed. <br />Mr. H. E. Holmquist appeared before the Council regarding availability of <br />information on bids submitted by competitors. City Attorney McCarthy <br />® advised any bidder was entitled to receive the name of thelowest bidder <br />and the amount of the bid, but that no additbnel information should be <br />made available. <br />Councilman Anderson moved, seconded by Councilman Hilton, that the Codcit <br />go on record declaring that the word «emergency" appearing in the <br />ordinance covering Civilian Defense activities be interpreted to cover <br />the present situation and that the emergency be declared now to exist. <br />Motion carried. <br />Councilman Fletcher discussed the matter of markinlcertain streets by means <br />of signs on wooden posts rather than by curb markings. 'City Manager Mead <br />questioned the advisability of temporary wooden signs, also advised this <br />matter was part of an overall post-war program which is now under way. <br />r <br />It was suggested that City Manager Mead contact County Engineer Grant <br />regarding marking of streets outside City limits. <br />s Councilman Britschgi discussed a program to imprue the City Park system, <br />suggesting that parks be improved by planting of lawns, etc. City <br />p Manager Mead reported that materials for sprinkler system were not <br />available at the present time, also reported that the park system <br />program <br />5 <br />was being considered as a part of the overall post-war/ referred to in <br />next item above. <br />Councilman Jenkins brought up matter of parking at the S. P. Depot. City <br />Manager Mead reported that he was attempting to work out a three-way <br />i <br />deal with S. P. Co., Standard Oil Co., and the City. He stated that <br />he had hoped to have this work done before the rainy season, but felt <br />i <br />that it was too late in the year to accomplish much. He hoped to have <br />i the commitments by the Southern Pacific Co., and Standard Oil so that <br />the work could be done as soon as the weather permits. <br />On motion of Councilman Jenkins, seconded by Councilman McNulty, affidavit <br />of publication of amendment toordinance #448 regulating the hours of <br />parking on certain streets, was ordered filed. Councilman Anderson moved, <br />seconded by Councilman Hilton, the adoption of the amendment. <br />Motion carried on roll call vote. <br />City Clerk was ordered to place matter of Circus poster ordinance on <br />agenda for next regular meeting <br />Claims Nos. 2151 to 2186, inclusive, in the amount of $8,969.03, were <br />ordered paid on motbn of Councilman McNulty, seconded by Councilman <br />Fletcher. <br />J, <br />
