157 <br />outlining a plan for temporary play areas within the city. The plan, as <br />outlined, provides for play areas in thirteen sections, of the city by <br />using vacant_ lots, the city to cut the grass and roll. The play areas <br />�+ would be named r-fter the property ov.mers who lend their lots to the city <br />Ce: free of charge. It :~r.^ suggested that locrl service clubs or neighbor- <br />hood <br />Proups <br />sponsor <br />these various play -reap <br />and help either <br />to keep <br />the <br />Igrass <br />out or <br />furnish <br />sandboxes, see -saws and <br />other apparatus, <br />A list <br />of <br />the lots selected because of their close proximity to fairly large children <br />areas ti^ras given. Councilman :irmstxong comrrer^ded the idea and believed that <br />the property otrners should be contacted to Fee if they would be ?:•illing to <br />let their -property be used for such a, purpoee.. Councilman Britschgi <br />advisee that he hrd ?.orked ;^ith the Recreation Commission on the plan and <br />believed it would be, v.n a.rswer to helpi.ncr the children in the city, at <br />least as a temporary measure. He believed some publicity should be given <br />to the recommendation. Councilman GTrt•nver also was of the opinion that <br />Britschgi, that the city mr.namer be instructed to contret the property <br />owners involved to determine if they will agree to their property being <br />rut to such a. use rnd to investigate the cost of nuttina this plan into <br />effect. Motion passed unanimously, Mr. Ross was in the audience and ex- <br />pressed the hope that the plrn could be put into effect, <br />Mr. A. T, Bennett a,p?)- red before the Council requesting that r well be dis- <br />posed of which is between North Fair Caks and Friendly Acres. This well <br />is ?rympinv salt and he understood the city did not intend to use it as <br />a strndby well. The well ns it is now located interferes with plans to <br />subdivide that property. He nxesented a map to the city manager for study. <br />City Manager Blom advised that he heal not had an opportunity to study the <br />mrr and sup,ested that he be given time to do so. Councilaon Britschgi <br />moved, seconded by Councilman Fletcher, th^t the matter be.placed on the <br />arnenda for the next meeting and referred to the 'city manager for study <br />and report at that time. Motion passed unanimously. <br />Mr. McDougall, representinP Ross Chamberlain, Ltd., appeared before the Council <br />advising that he was authorized to advise the Council that Mr. Chamberlain <br />w,_s not prepared to siren the agreement thick had been submitted to him and <br />that rrther than do so he would ebardon the project of the spur trcck. r. <br />McDougall stated that neither the Southern Pacific nor thn city would be <br />xillinu to build 7 s-ur trn.cL unless there wc.s sufficient tonnange to viar- <br />rant it .-re also tnet the Southerp. Pecific ha.s the right of corideranation <br />by po,er of eminent domain.
