Councilman Armstrong moved, seconded by <br />Councilman Fletoher,,that the.City Manager be instructed to employ an <br />additional police officer with the understanding that an officer will be <br />assigned to duties of the junior traffic patrol. Motion passed unanimously. <br />Mr. John H. Poole and Mr. Horace M. Scales were administered the oath of office as <br />members of the Parks and Recreation Commission, after which they were welcomed <br />as members of the official family by Mayor Hilton. <br />Hearing on Assessment Roll, Resolution of Intention No. 1945-1 was held. Letter <br />was received from Marguerite Meloche, 1810 Jefferson Avenue, protesting against <br />paying the assessment. City Attorney McCarthy advised this protest would have <br />to be overruled inasmuch as it was not against the character of the work. <br />Frank.Archibald appeared and protested the amount charged him and stated that <br />the sidewalk did not meet the grade.. He claimed that the old sidewalk was <br />torn out before the grade stakes were put in. He stated there was a bulge in <br />the sidewalk and asked who would be responsible if someone were injured. City <br />Attorney McCarthy replied that the city is primarily responsible but that the <br />property owner is also responsible. He was of the opinion that if�there were <br />a bulge in the walk the contractor could smooth it over so that no one would <br />trip over it. Acting City Engineer Randlett checked Mr. Archibald's statement <br />in regard to oost.and was of the opinion that it was in order. He advised he <br />would check into the matter of the claimed bulge. Councilman Granger asked if, <br />under the circumstances, the contractor should be paid and Councilman Anderson <br />asked if the matter could not be checked and reported back on at the next <br />meeting. City Attorney McCarthy was of the opinion that it would be in order <br />to adopt the resolution authorizing his -pa*zAnt baidthave the Acting City <br />Engineer.eheek the sidewalk. Councilman Fletcher moved, seconded by Council- <br />man MoNulty, that -affidavit of publication to hear protests on assessment roll, <br />Resolution of Intention No. 1945-10 affidavit of City Clerk Dodge that notice <br />was posted on Council Chamber door, and affidavit of Louise White of mailing <br />notices be filed. Motion passed unanimously. Councilman Anderson offered <br />and moved adoption of resolution that assessment under Resolution No. 1945-1 <br />be approved and adopted and the Superintendent of Streets be directed to <br />attaoh.a warrant thereto. Motion was seconded by Councilman McNulty. On roll <br />call, resolution was unanimously adopted with Councilman Britschgi absent, <br />In the matter of improvement to alleys, City Manager Blom reported that he had <br />discussed the matter of improvement of the alley between Vera and Madison, <br />Cleveland and Fulton with Mr. Talkington who had brought in the original <br />petition.from seven property owners. An estimate of the cost had been furnished <br />him and he was to secure the signatures of fifty percent of the property owners. <br />Nothing further can be done in the matter until these sognatures are obtained. <br />The matter was carried on the agenda. <br />City Manager Blom asked for additional time on report on request for fire hydrants <br />on #ayshore Highway. <br />City Manager Blom reported that an effort had been made to contact property owners <br />for their permission to use vacant lots for recreation areas and the results <br />71 <br />N <br />u <br />i <br />
