1M <br />.t <br />the understanding that it meets the requirementssof the Health Department <br />Motion passed unanimously. <br />Nine recommendations of the Planning Commission were held over until later in <br />the meeting for action at that time. <br />Mr. Clair E. Silliman appeared before the Council requesting permission to erect <br />a smoke house in commeetion with his locker plant. He cited other towns <br />which have allowed smoke houses and said that only wood would be burned,, <br />Councilman Britschgi believed this was a matter to place on the agenda and <br />Councilman Anderson was of the opinion that the people in the neighborhood <br />should be allowed to protest. Councilman Armstrong moved, seconded by <br />Councilman Anderson, that the application be placed on the agenda for the <br />next meeting of the Council and that property owners within 300 feet of the <br />proposed smoke house be notified by postcard and given an opportunity to <br />protest by letter. Under the question, there was some discussion as to the <br />size of stack contemplated. Councilman Granger raised the question of al- <br />lowing light industry in that area and expressed the opinion that if that <br />were allowed it would result in an industrial area within a residental area. <br />Some of the councilmen were not in favor of notifying.tile property owners <br />but believed it was a matter for the.health department to decide. Council- <br />man Britschgi stated he was going to vote against the motion because he did <br />not feel it gave Mr. Silliman a fair chance to show what he intended to do. <br />He believed the application should be referred to the City Manager for a <br />report from the health department and building inspector. Mr. Silliman <br />asked to be allowed to erect the smoke house with the understanding that if <br />there were any objections he would remove it, however, Councilman Armstrong <br />believed it would be better to know of any protests before the permit was <br />granted. The motion passed with Couneilman.Britsehgi voting in the negative. <br />Reports of the City Manager in regard to study of bids for,new fire eauipment, <br />improvement of alleys west of E1 Camino Real and request for fire hydrants <br />on Bayehore Highway, were plaoed-on the agenda of the next meeting. <br />City Attorney McCarthy advised that he had written Mr. Manning, head of the Land <br />Department of the Southern Pacifio.Company, and asked him if the Southern <br />Pacific would release'the city from the restrictions in the deed to land on <br />Pennsylvania Avenue which limits the use of the land to playground or <br />recreational area. He had asked for a decision to be made by this date but <br />had not heard from Mr. Manning as to the decision reached and asked that <br />the matter be held over until mext meeting. <br />Councilman Anderson moved, seconded by Councilman McNulty, that affidavits of <br />publication and of posting notices in regard to hearing on Notice of <br />Proposed Local Improvements, Broadway, Liguori, Beech and Maple Streets be <br />filed. Motion passed unanimously. <br />Councilman Fletcher moved, seconded by Councilman Anderson, adoption of resolution <br />of preliminary determination for improvements on Broadway, Liguori, Beech <br />and Maple Streets. On roll call, resolution was unanimously adopted. <br />u <br />
