2.0 <br />♦s <br />City Manager Mead advised that the term of Francis Britschgi on the Planning <br />Commission expires this month, as .do the term so Dr. N. C. Cummings and <br />Sanford:: Dole on the Library Board. Mayor Hilton asked that the Council <br />give consideration to the appointments to be made to these commissions. <br />City Manager Mead advised that Mr. Doxsee had made a request that he be <br />given an unlimited parking space in front of his new place of'business <br />at 719 Winslow Street. He stated there is now a one hour parking limit <br />at this location. Councilmen Armstrong moved, seconded by Councilman <br />Anderson, that the matter be referred to the Traffic Study Committee <br />with the request that they report their recommendation at the next, <br />meeting of the Council. Motion passed unanimously. <br />City Manager•Mead 'advised that he had prepared a resolution authorizing him <br />to apply for a refund of 50% of the cost of telephones and other expen- <br />ditures in regard to civilian defense. Councilman Fletcher offered the <br />resolution, seconded by Councilman McNulty. On roll call the resolution <br />was unanimously adgpted. <br />City Manager Mead advised he had prepared a -resolution authorizing him to <br />apply for 01127.54 paid toward salaries in regard to civilian defense. <br />Councilman Armstrong offered resolution, seconded by Councilman Fletcher. <br />On roll call resolution was unanimously adopted. <br />City Manager Mead reported that in response to a request made by Councilman <br />Granger in regard to pumps not in service, there were six units of pumps <br />that are surplus and not in use at the present time, however, he said <br />there was always the chance that the city might need these pumps and <br />inasmuch as he did not believe it would be possible to obtain more than <br />$1.00 per hourse power he recommended that the pumps not be sold. Council- <br />man Granger asked what became of the pumps which were located at the <br />Canine property and was advised by City Manager Mead that two -were sold <br />about two years ago and the others -were sold before he became City <br />Manager. Councilman Granger asked for a report as to how much th-e pumps <br />were sold for and the dates sold. City Manager Mead said he would sub- <br />mit such a report. Councilman Granger then asked under what authority <br />these pumps were sold and whether or not they should have been sold with- <br />out obtaining bids. City Attorney McCarthy expressed the opinion that <br />the Charter requires bid on real property but not on personal property. <br />He said he had advised Mr. Mead to advertise guns Yhich were -to be sold <br />but he did not believe it was necessary for them to be appraised. He <br />read the section of the Charter which refers to the sale of property be- <br />longing to the city and said there might be some question as to whether <br />or not it required an appraisal and bids of personal property, however, <br />the whole section deals with the sale of real property and he had inter- <br />preted it to refer only to that.
