Under the question, Councilman Granger asked <br />if abatement proceedings had been established on each of these prop- <br />erties. City Attorney McCarthy replied that all the properties had <br />' been posted with the possible exception of the nursery school Mrs. <br />Eckerlets property and that he would check that matter. The motion <br />passed with Councilman Armstrong voting in the negative. <br />City Attorney McCarthy submitted a report in regard to the request of the <br />Veterans' welfare Board for the city to cancel taxes on Lot 11, Block <br />30, Map of Redwood Highlands. The report stated that in his opinion <br />the Council had no.alternative but to grant the petition and cancel the <br />taxes as requested, stating that the authority for the request from the <br />Veterans' welfare Board and for compliance by the Council of this re- <br />quest is found,in Sections 4996.and 4996.2 of the Revenue and Taxes <br />Code. Councilman Anderson -moved that the taxes be cancelled in accor- <br />dance with the recommendation of the City Attorney. The motion was <br />seconded by Councilman McNulty. Under the question, there was con- <br />siderable discussion as to how a recurrence of this condition could be <br />avoided, Councilman Granger suggesting that a resolution be passed and <br />$, recorded which might 11 -throw a cloud° on the property, however, it was <br />not thought this would be possible inasmuch as the title to such prop- <br />erty would b held. b the Veterans I w lfare Board before the' 'C uncil <br />y w e y e „o be <br />came aware of the transaction. The motion passed unanimously. <br />City Manager Mead advised that he had secured an appraisal of a lot on the <br />corner of Harrison Avenue and Duane Street which the Council had auth- <br />oorized him to advertise and that one bid had been received. City Clerk <br />Dodge opened the sealed bid which was from James P. Murphy in the amount <br />• of $ 275.00 and covered by a certified check. The sealed appraisal was <br />opened and read. Mr. L. A. Heiner, the appraiser, submitted a price of <br />$ 250.00 as a fair and reasonable price according to present day values. <br />Councilman Armstrong offered resolution and moved its adoption accepting <br />the bid and authorizing the City Manager to execute the contract. The <br />motion was seconded by Councilman Anderson and on roll call the resolution <br />was unanimously adopted. <br />The introduction of the salary ordinance for the fiscal year 1045-46 was next <br />discussed. Councilman Granger expressed the.opinion that he was not in <br />favor.of adopting this ordinance until he had had further time to study <br />it. He said the city would be put to the expense of republishing it if <br />it did not meet:. with the an-oroval of the Council. Councilman Anderson <br />moved that the matter be placed on the agenda for the next meeting, see- <br />onded by Councilman Granger. Motion passed unanimously. <br />Councilman Granger moved, seconded by Councilman Anderson, that the matter <br />of the war bonus ordinance be placed on the agenda for the next meeting. <br />i, Motion passed unanimously. <br />
