Motion passed unanimously, Health <br />Inspector Hodge reported that he has visited the plant and that he had dis- <br />covered that Mr. Silliman was killing and picking ducks and chickens. Mr.., <br />Hodge advised he had notified him to stop this practice as this would con- <br />stitute a slaughter house which is prohibited within the city limits, The <br />City Manager was instructed to notify Mr. Silliman that he was not to be <br />allowed to kill fowl on the property. It was also decided that a daily i <br />garbage pick-up should be required. <br />Mayor Hilton advised that Mr. Martin of the Martin Transportation Company had 1 <br />informed him that the traffic survey was not as yet complete and asked that <br />the matter be carried on the agenda. Councilman Armstrong expressed his <br />dissatisfaction about the busses parking on both sides of Broadway. He <br />stated he would like to know who painted the yellow zone and by what <br />authority it was so painted, Councilman Britschgi believed the Chief of <br />Police and City Manager should check into this matter. Further discussion <br />of rerouting the Martin Transportation Company busses was placed on the <br />agenda. <br />City Manager Blom reported on the cost of building a building for recreational <br />purposes at Hawes Park. The Recreation Commission had favored the erection <br />of a Quonset Hut, however, City Manager Blom reported he was not in favor of <br />this type of construction. The cost of a 40 x 100 Quonset Hut, including <br />plumbing, lighting, insulation, water heater and wood flooring was estimated; <br />at $10,395, less $300 if a cement floor were used. The cost of a 50 x 100 <br />building of standard construction with sufficient head room so that it could <br />be used for indoor games and including wiring and plumbing was estimated at <br />• � f <br />$11,430. He stated it would cost about ten percent more to build a standard Y <br />5 <br />type building which would provide twenty percent more floor space. He reobm- <br />mended that if any building were built the standard type construction be <br />used, however, he believed this should be determined after the s.er¢ices of <br />a planning consultant or engineer were obtained in regard to the development <br />of the recreational area-, Councilman Armstrong expressed the opinion that <br />he was against delaying the program too long as there was a definite need <br />for recreational development. City Manager Blom advised that the Peninsula <br />Celebration Committee is considering reorganizing the rodeo on the 4th of <br />July and that it might be possible to install some sanitary facilities in <br />there before that time, Councilman Granger asked if the planning of the <br />recreation program would work against the master plan of the Planning Com- <br />mission. City Manager Blom advised that the recreation program would only <br />improve parks already located. <br />Consideration of the new taxicab ordinance was discussed. Representatives of <br />the taxicab companies appeared, City Attorney McCarthy read zone rates_ <br />which would be effective until the installation of meters. He informed the <br />Council that he understood it was now possible to obtain the meters and <br />that the ordinance provided for their installation within 180 days after <br />the effective date of the ordinance. The ordinance also provides that the <br />4 <br />Chief of Police will establish taxi stands on public streets. The repre- <br />
