haw <br />1 <br />D <br />sentatives of the taxi companies objected to the fact that the ordinance did <br />not provide that a definite place of business be established in the business <br />district. There was a great deal of discussion in regard to this point, <br />some of the councilmen being eunwilling to force a man with only one cab to <br />establish a business office. Chief Collins was opposed to the Chief of <br />Police being designated to allot parking spaces, being of the opinion that <br />should be left to the Traffic Study Committee. Councilman Armstrong offered <br />introduction of the ordinance with the amendment to Section 2, Subsection a, <br />.paragraph 1. providing for name and address of applicant, established place <br />of business subject to being located in the business district, including <br />curb space for cab, and also that the license fee be set at.$25.00 per cab. <br />The motion was seconded by Councilman Fletcher. Councilman Britsohgi <br />offered an amendment to the motion so that the Chief of Police shall desig- <br />nate curb space subject to the approval of the Council. The motion was <br />seconded by Councilman McNulty. A roll call vote on the amendment to the <br />motion was as follows: Ayes and in favor of'.the amendment: Councilman <br />Britsobgi, McNulty and Mayor Hilton. Noes and against the amendment to the <br />motion: Councilmen Armstrong, Fletcher and Granger. Councilman Granger <br />changed his negative vote to the affirmative. The introduction of the <br />ordinance as amended passed unanimously. <br />City Attorney McCarthy advised the Council that the camp wagon on property at <br />154 Opal Street had been removed and that abatement proceedings could be <br />dropped. <br />City Manager Blom reported on proposed improvements to Beech and Lathrop Streets. <br />He advised that Lathrop Street was in need of resurfacing and armor coat. <br />The cost of improving this street from El Camino Real.to Beech Street was <br />estimated at $3,100 including two portions of new curb and gutter; If <br />placed on an assessment basis, the average assessment would be $1.60 per <br />front foot. In regard to Beech Street, the estimated cost of scarifying, <br />reshaping, new base material, armor coat was placed at t.en cents per square <br />foot or $5400 for five blocks. Councilman Armstrong moved that.the proper <br />t.dministrative officials be instructed to prepare a preliminary resolution <br />of intention to improve Beech and Lathrop Streets. Councilman McNulty ob- <br />jected to proceedings being instituted on Lathrop Street. Councilman <br />Britschgi moved, seconded by Councilman Armstrong that proceedings be <br />instituted with respect to Beech Street from El Camino Real to Stambaugh <br />Street. Motion passed unanimously. <br />Street Superintendent Punter stated that Lathrop Street. was definitely in <br />need of major repairs to which City Manager Blom agreed and did not believe <br />it could be repaired for less than the $3.100 estimate. Mayor Hilton <br />asked if repairs could wait until July and provide for them in the next <br />budget. City Manager Blom advised this could be done. Inasmuch as there <br />was some question as to the responsibility of paying for the repairs on this <br />street, Councilman Britschgi moved, seconded by Councilman Fletcher, that <br />r� the matter be placed on the agenda and a report be had from the City Manager <br />219 <br />i <br />
