Councilman Britschgi asked <br />if there would be any conflict in the city attorney not aoting as the port <br />j attorney. City Attorney McCarthy advised that an amendment would overrule <br />j� the earlier provision. <br />,I Another proposed amendment was to eliminate Port employees from the person- <br />nel system and retirement system. After some discussion, it was decided that <br />this could be accomplished by an amendment to the personnel ordinance and <br />retirement system contract and that an amendment to the charter would not <br />be necessary. <br />r <br />b Section 47f, subsection 8, was proposed to be amended to grant authoity to <br />{ the Board of Port Commissioners to purchase material and supplies without <br />advertising for bids in an amount not exceeding $1000; upon a four-fifths <br />y <br />NJ; <br />Vote of the whole Board, they have authority to purchase material and sup- <br />plies in an amount exceeding $1000 but not exceeding $5000. Section 49a <br />was proposed to be amended to provide that all contracts, except where the <br />expenditure involved does:1nWex0eedt$500 and except where the expenditure <br />involved exceeds $500 but does not exceed $20000 provided any contract with- <br />in the latter range be approved by four=fifths vote of the whole Board, <br />z <br />227 <br />shall be made and entered into by competitive bidding. <br />Councilman Granger offered resolution providing for the above amendments to <br />the charter to be placed on the ballot of the coming election, seconded by <br />Councilman McNulty. On roll.call, resolution was unanimously adopted with <br />Councilman Anderson n erson absent. <br />R E S 0 L U T ION No. 270 <br />1 <br />. <br />SUBMITTING TO THE (QUALIFIED VOTERS OF THE CITY OF REDWOOD CITY THE <br />PROPOSITIONS OR PROPOSALS TO AMEND THE CHARTER OF SAID CITY IN RE& <br />SPECT TO SECTIONS 21, 32, 17, 47f, and 49a. <br />WHEREAS: Pursuant to the Charter of the City of Redwood City, there is <br />to be held, on Tuesday, the 9th day of April, 1946, a general municipal <br />election in the City of Redwood City; <br />NOW, THEREFORE, the Council of the City of Redwood City does hereby <br />resolve and declare as follows, to -wit: <br />That this Council, of its own initiative, submits to the qualified <br />voters of said City of Redwood City, to be voted upon at said election, the <br />�r <br />propositions or proposals hereinafter stated under the title "Municipal <br />�;■ <br />Ticket". <br />FURTHER RESOLVED, that the conduct of the election upon said proposi- <br />tions or proposals shall be in accordance with a resolution adopted or to <br />be adopted by this Council, calling said general municipal election for <br />the election of three (3) members of said Council of said City, wherein the <br />election precincts are or will be designated and the election officers are <br />or will be appointed; <br />FURTHER RESOLVED that the manner of voting for or against the amending <br />of said Charter of said City shall be as follows: <br />i <br />A sufficient number of ballots shall be and are hereby directed to be <br />prepared and caused to be printed on the proper kind of paper by the Clerk <br />of the City of Redwood City, and be furnished and provided for the use of <br />the voters at said general municipal election at the expense of the city, <br />said ballots to have the following printed matters thereon in addition to <br />any other matter required by law, to -wit: <br />z <br />227 <br />
