<br />MUNICIPAL TICKET.
<br />Submitting to the qualified voters of the City of Redwood City, County
<br />of San Mateo, State of California, the following propositions or proposals
<br />to amend the Charter of the City of Redwood City, to -wit:
<br />(a) The proposition or proposal to amend Section 21 of the Charter of
<br />the City of Redwood City to read as follows, to -wit:
<br />Section 21. OFFICERS AND BOARDS: The administrative officers and
<br />boards shall be city manager, city clerk, city engineer, chief of police,
<br />chief of fire department, health officer, city assessor, city collector,
<br />city auditor, city treasurer, and such other officers and boards -or com-
<br />missions as may be hereafter established.
<br />Excepting city manager, city clerk, city attorney, city auditor, and
<br />city treasurer, each of said officers and their assistants, deputies, clerks,
<br />and employees shall be appointed by the city manager and shall hold office
<br />or position at his pleasure; provided, however, that the appointment of the
<br />health officer shall be subject to the approval,�•df the city council. The
<br />compensation of all officers and employees excepting members of the council
<br />shall be provided by.,ordinance of the council.
<br />The City manager, city clerk, city attorney, city auditor, and city
<br />treasurer, shall be appointed by the council, and the removal of any of
<br />them shall be only on a five -sevenths vote of the whole of such council.
<br />(b) The proposition or proposal to amend Section 32 of the Charter of
<br />the Charter of the City of Redwood City to read as follows, to -wit:
<br />Section 32. CITY CLERK: The city clerk shall be clerk of the council
<br />and of the board of equalization and shall attend all meetings and shall
<br />keep in separate books full and true records of all the proceedings of each
<br />of said bodies. He shall keep a book marked "ordinances", into which he
<br />shall copy or insert all ordinances, with his certificate annexed to said
<br />copy, stating that it is a true and full record thereof, and that such
<br />ordinance has been fully published.
<br />Said record copy, with such certificate, shall be prima facie evidence
<br />of the contents of such ordinance and of the passage and publication there-
<br />of. The clerk shall also.keep an index to the minutes of the council and
<br />to said ordinance book.
<br />The city clerk shall be the custodian of the city seal, and shall affix
<br />the same to all official certificates made by him, and to ail papers when
<br />directed by the council to attest or execute.the same.
<br />He shall have power to administer oaths and affirmations, to take af-
<br />fidavits, and to certify the same. He shall have such other powers and
<br />perform such other duties as may be provided by this Charter or by statute
<br />or by ordinance.
<br />(c) The proposition or proposal to amend Section 17 of the Charter
<br />of the City of Redwood City to read as follows, to -wit:
<br />Section 17. CITY PLANNING COMMISSION: There shall be a city planning
<br />commission consisting of the Mayor as an ex -officio member without vote
<br />except in case of a tie, and six citizens to be appointed by the council
<br />to serve for six years each, without compensation. Neither the City Attor-
<br />ney, the City Engineer nor any deputy or assistant of either of them shall
<br />haverthe right to vote or enter in deliberations but shall be present in
<br />an advisory capacity only.
<br />This commission shall: be governed by the general laws of the state
<br />relating to planning commissions, and shall have and exercise all powers
<br />and duties which are now or may hereafter be granted to or imposed upon
<br />sai4 commission, or department, and such additional powers and duties as
<br />may be granted or imposed by ordinance.
<br />(d) The proposition or proposal to amend Section 47f of the Charter
<br />of the City of Redwood City to read as follows, to -wit:
<br />Section 47f: POWERS AND DUTIES OF THE BOARD: The Board of Port
<br />Commissioners shall have the complete and exclusive power, and it shall be
<br />its duty for and on behalf of the City of Redwood City:
<br />(1) To sue and defend in the named of the City of Redwood City in
<br />all actions and proceedings wherein there is involved any matter within
<br />the jurisdiction of the Board.
<br />(2) To make provision for the needs of commerce, shipping and navi-
<br />gation of the port, to promote, develop, construct, reconstruct, alter,
<br />repair, maintain, equip and operate all waterfront properties including
<br />piers, wharves, sea walls, docks, basins, -channels, slip, landings, ware-
<br />houses, floating and other plants or works, dredge, and reclaim land,
<br />construct, equip and operate terminal trackage with sidings and turnouts
<br />and railroad connections between docks, piers and other port structures,
<br />and connect the same with mainline tracks, and to establish, equip and
<br />oper to all other facilities or aids incident to the development, pro-
<br />tect on and operation of the port, as may be deemed proper and•desirable
