266 <br />the Council that subdivisions within the city limits for which plans had <br />already been approved would not be affected by any change that might be made <br />in financing water supply service. It was also agreed to appoint a committee <br />to meet with the City Manager to work out some policy in this matter. . <br />Mr. Werder asked that the records be checked in regard to agreement made with <br />the Council about supplying water to the Carson -Monckton Tract. It, was <br />generally agreed that the Council had agreed to supply water to this tract <br />and the City Manager was instructed to check the records. <br />Mr. John McCarthy also protested the City Manager's instructions to use an air <br />hammer to settle sewer trenches on the grounds that this procedure was <br />much more expensive than the water method. City Manager Blom explained that <br />this was merely good engineering practice and eliminated the possibility of <br />the street sinking which happens several times when the water method of fil- <br />ling the trenches is followed. The Council agreed that this was a matter <br />which should be left to the discretion of the City Manager. <br />Mr. John McCarthy also protested not 'being able to install combined curbs and <br />I <br />sidewalks and asked that some definite plicy be established in this matter. fr% <br />He believed an ordinance should be passed in regard to such regulations. <br />Dity Manager Blom presented a sketch showing combined curbs and sidewalks, <br />rolled curbs and the standard curb and sidewalk. His protest to the com- <br />bined curb and sidewalk was that it did not erect a sufficient barrier from <br />preventing vehicles from going over the curb. There was not sufficient pro- <br />tection for pedestrians on the sidewalk. The rolled curb does not serve the <br />purpose of a curb. The combined curb and sidewalk does not leave an opening <br />for future utility installations. He recommended that the Council either <br />retain the present standard curb and sidewalk or, as an alternate to use the <br />rolled curb. Councilman Fletcher was in favor of the rolled curb while <br />Councilman Britschgi and Mayor Hilton were in favor of retaining the present <br />standard type of curb and sidewalk. The matter, after further discussion, <br />was placed on the agenda for further consideration and more information from <br />the City Manager. <br />Mr. Ludwig Werder asked if any provision had been made for the extension of water <br />mains in the industrial area. The City Manager was asked to review this <br />matter by the next meeting of the Council. <br />City Manager Blom advised that Mr. Charles W. Diel had requested permission to <br />purchase a piece of land about one acre in size on the north side of Bay <br />Road and east of Chestnut Street in the general area of the old well house. <br />The matter had been presented to the real estate committee who recommended <br />that the city hold this property until it is determined what land the State <br />c <br />r <br />will require for the building of the Freeway. Councilman Fletcher moved, <br />seconded by Mayor Hilton that the recommendation of the real estate cora- I�WI <br />mittee be accepted. Motion passed unanimously. <br />City Manager Blom reported that he had checked with the County Tax Collector to <br />determine whether the purchaser of Lot 6, Block B, Boyd and Kent's Addition <br />i <br />was the original owner.
