0 <br />dancing, however, he had advised him to wait until after the Council <br />took definite action on the dance permits. It was the opinion of the <br />City Attorney that at Foresters Hall there was a separate enclosure. <br />There is a separate room with swinging doors in which the beer is sold. <br />These doors were kept opened but there is a plate glass in them which can <br />be seen through. It was his opinion that this room constitutes an enclosure <br />but he had advised Mr. Solari that he believed the doors should be kept closed. <br />1 A special officer questioned anyone who wanted to be served beer. It was his <br />opinion that Foresters Hall complied with the ordinance better than any place <br />in the city. <br />Mr. Solari was in the audience and informed the Council that no one <br />left the room where beer is sold with a bottle. <br />The matter of dance permits were next.discussed. Councilman Britschgi asked Mr. <br />• Solari if the same procedure was.followed•on Wednesday nights as was followed <br />on Saturday nights. Mr. Solari replied that -it was; that the Foresters had <br />the beer concession and.that•Miss Schlichtmann operated the dance. Council- <br />man Britschi moved the permit be granted Yvonne'Schlichtmann for dances to <br />-be conducted Wednesdays, June 20 and 27.• The motion was seconded by Council- <br />man McNulty. Under the question, Councilman Armstrong voiced the opinion that <br />his opposition to the dance permit was not based solely on a. violation of the <br />' ordinance, but he was opposed to granting this permit on the grounds that its <br />past police record shows that the sale of beer in the same building where <br />dancing is p-ermitted led to trouble -and that the mere closing of a door iould <br />'not solve the problem: He said that all any bar in Redwood City had to do to <br />comply with the ordinance was to build a room which would constitute a separate <br />enclosure and that he was unalterably opposed to dancing in the same building <br />where liquor is sold. Councilman Britschgi asked if the permit is granted at <br />this meeting would be in compliance with the ordinance. City Attorney McCarthy <br />0 <br />7 <br />replied that it would be; however, it might be specified whether the door leading <br />to the bar should be open or closed. Councilman Armstrong asked the City Attor- <br />ney if it wer mandatory that this permit be granted to which Mr. McCarthy replied <br />that it was not. Councilman Armstrong then expressed the -opinion that the framers <br />of the ordinance had the thought in mind to allow the Council to reserve its <br />judgment to pass permits individually. He again stated he was opposed to granting <br />the permit in view of the past police record. Councilman McNulty said he agreed <br />with Councilman Armstrong as'far as a bar room is concerned bu that the Foresters <br />only sold beer. Mayor Hilton asked if it was the opinion of the Council to revise <br />the present ordinance in regard to this problem. Councilman Anderson said that <br />his motion at the last meeting to cancel all dance permits as of June 30 was for <br />the purpose of getting a definite definition of what constitutes a separate en- <br />closure. He believed that anyone who new complies with the ordinance is entitled <br />29, <br />
