Faure, 605 Hopkins Avenue, re - <br />=!I <br />questing compensation for injuries received by her due to fall in front <br />of the library which she claimed was due to a broken place in the cement. <br />Councilman Anderson moved, seconded by Councilman Armstrong, that the claim <br />be denied and the City Manager be instructed to contact the insurance <br />i <br />company. Motion passed unanimously. <br />Communication was received from City Manager E.W.Blom advising that the Park <br />and Recreation Commission at its meeting on March 26, had recommended the <br />appointment of William Penn Mott, Jr. as planning engineer for five recrea- <br />tional <br />a <br />tional areas within the city. City Manager Blom concurred in this recom- <br />t mendation. He also recommended that Mr. Mott be engaged to prepare an <br />over-all street tree planting program for an additional fee of $300, the <br />fee for the recreational areas plan being $1500. He asked that he be <br />authorized to prepare contracts and execute same for the above mentioned <br />plans. Councilman Britsehgi moved, seconded by Councilman Anderson, that 11 <br />the City Manager be authorized to enter into a contract with Mr. Mott, Jr. <br />to prepare plans for the recreational areas and tree planting program. <br />? Under the question, Councilman Armstrong asked what method was to be used 'I <br />1 ' <br />in financing these plans. City Manager Blom advised that the cost could <br />be assessed to -the bond issue or application could be made to the State <br />for part of the engineering costs of preparing such plans. He stated thati ;I <br />the city has $12,000 available from the State for preparing plans for the <br />i <br />bond issue program, most of which is to be used for the plans for the <br />sewage treatment plant but that there would be sufficient funds to include <br />j <br />the recreational plans. Councilman Armstrong did not believe the funds <br />should be taken from the bond issue. Mayor Hilton questioned the need of <br />such a plan when it was not certain what was to be included in the recre- <br />ational areas and questioned whether he would encroach upon the Memorial II <br />Committee's plans. City Manager Blom stated that he would not plan any <br />buildings but would only suggest where they be located. -He said the recre- <br />ational plan would be incorporated in the master plan. Councilman Granger II <br />was not in favor of the tree planting program, his opinion being that it <br />i _ <br />' Ras not necessary to spend $300 for such a plan. City Manager Blom was of l <br />the opinion that it would be worthwhile to spend this money to have advice <br />j as to the best type of trees to plant and the location in which they should <br />be planted. Motion passed with Councilman.Granger voting in the negative <br />because of not being in favor of the tree planning plan, f, <br />Application for restaurant license was received from Albert Whizin, 727 E1 Camino <br />Real. This is the Redwood Diner for which only a temporary permit had <br />i <br />been granted to the former owner. Mr.-Whizin appeared before the Council <br />and stated that he was going to improve the structure so that it would be f <br />fireproof and meet city specifications. He presented a set of plans for <br />the Council's inspection and asked that he be granted a permanent permit. <br />
