The matter was placed on the agenda for further report. <br />Petition was received from thirty-five property owners in the Lenolt Tract com- 0I <br />plaining against the San Carlos Airport for creating a nuisance and a 0,111' <br />''p I <br />hazard because of the low flying planes. The petition was accompanied by <br />� i• <br />a list of plane numbers of planes that have been flying too low. Council- <br />man Anderson moved, seconded by Councilman Britschgi, that the petition be <br />referred to the County Planning Commission to be presented at their meet- <br />III��� i <br />ing with the C. A. A. scheduled for April 9th and that the matter be placed <br />on the agenda for the next meeting. Under the question, Councilman Granger <br />believed the Council should go on record requesting that the people of j <br />that area be afforded some relief. Councilman Anderson included in his f <br />motion that the City Manager be instructed to write a letter to the County <br />Planning Commission advising that the Council favors relief be given to <br />the people in this area. Motion passed unanimously. <br />Affidavit of Louise White of sending notices to property owners.on Qpartz, Sap- <br />phire Streets, etc. in regard to proposed public improvements was ordered <br />filed on motion of Councilman Anderson, seconded by Councilman Armstrong <br />Motion passed unanimously. <br />This was the time set for hearing of protests. City Clerk Dodge advised <br />he had one written protest from G. P. Lauinger, 632 Prospect Row, SanMateo <br />owner of Lots 6, 7, 8, Central Park No. 2. The protest was that the im- <br />provements would increase the cost of the property beyond its value and <br />would result in freezing the sale of the property. A Mr. Wayne, a property <br />owner in this area, also protested on the grounds that the improvements <br />were too high for the balue of the property in that district. It.was ex- <br />plained that this proceeding had been instituted by the receipt of a <br />petition from over fifty per cent of the property owners in the area. <br />Councilman Armstrong moved, seconded by Councilman McNulty, that the pro- <br />perty city officials be instructed to draw the plans and specifications for 1 <br />the proposed improvements in this area. Motion passed unanimously. <br />City Manager Blom asked for authority to contract for the preparation of these <br />plans by an outside firm inasmuch as the city's engineering staff is not <br />large enough to handle the work. The cost of the plans would be charged <br />to the cost of the proceedings. Councilman Armstrong moved, seconded by <br />I <br />Councilman Anderson, that the City Manager be authorized to employ the ser- <br />vices of a competent engineer to draw the plans for the above mentioned HI <br />improvements. Motion passed unanimously. <br />The matter of proposed improvements to the alley between Madison -and Vera Ave- <br />nue was laid over to the next meeting for report from the Planning Commis- <br />sion as to waiver from property owners not to build facing the alley �Y <br />lI <br />City Manager Blom advised that he had sent a letter to department heads recently II °� <br />instructing that off-duty employment would not be allowed by city employees. <br />I � I <br />Some of the employees questioned whether the City Manager had the authority <br />i <br />to issue such an order. Mayor Hilton advised that he believed the employees <br />should present their case to the Board of Review rather than with the City <br />Council, but that the Council had read the letter and felt that the City <br />
