Councilman Granger moved that the City Manager be
authorized to proceed with plans for combined traffic signals and lighting of
a
v .1
9
El Camino Real, the cost to come out of the city's share of the gas tax funds.
_
The motion was seconded by Councilman Armstrong and passed unanimously.
City Manager Blom reported on the estimated cost of the city's participation in
i
the Fourth of July Oblebration as requested by the Peninsula Celebration
Committee. Fire Works - $1000, which may be subject to discount; construe-
,
tion of a temporary foot bridge over the creek which flows across the park
,
area; $500; electrical work based on expense in the past, $350; water service
and furnishing of water, $250; some minor grading at the entrances to the
park, $100; discing, $100. Total expense, including the fire works, would
amount to $2300, whicn did not include police protection. It was the City
Manager's opinion that this estimate was fairly close as to the city's share
of the cost of.the celebration as requested to.date. Councilman Werder
asked if any of the work would be considered permanent improvements, to
which City Manager Blom replied that none would be and recommended that the
foot bridge be removed after the celebration. There was considerable dis-
cussion in regard to making this donation and it was also brought out that
the new recreation area had not been.designated as a permanent sete for
this celebration so that it would be unwise bo build any permanent structures.
Mr. 0. S. Oleson appeared before the Council at the request of Mayor Hilton
and stated that, while he did not have authority to speak for the Celebration
Committee, it was his opinion that the Committee wished the city to donate
the above amount and that no proceeds would accrue to the city, as they had
in the past. The Committee is now incorporated and plans to develop a per-
manent rodeo site from the proceeds of the celebration. Mr. Kenneth Bowen
also appeared and advised that the profits from the celebration would stay
with the committee; the organizations that are sponsoring concessions will.
split the net profit 35% for themselves and 65% to the committee, and the
San Mateo County Mounted Patrol, who is staging the rodeo, will take 507o
of the sale of the rodeo tickets. Councilman Armstrong expressed the opinion
that the Council might be subject to criticism if it donated the sun requested
to an organization which would retain all profit. After more discussion, in
which the Council generally agreed to underwrite the expense, Councilman
Werder moved, seconded by Councilman Armstrong, that the city underwrite the
Fourth of July Celebration in the amount presented by the City Manager,
$2300, the money to be returned from the gross profits to be taken in by the
Celebration Committee, if any. Motion passed unanimously.
C Councilman Britschgi moved, seconded by Councilman Armstrong, that the City
Manager be instructed to communicate with the Peninsula Celebration Committee
stating the Council's decision and report back at the next meeting of the
Council their acceptance. Under the question, City Manager Blom advised
that most of the expense would be incurred before the first of July and, if `
