Motion passed unanimously. <br />City Attorney McCarthy advised that he had prepared an ordinance in -regard to off- <br />street parking, a copy of which had been presented to each member of the <br />Council, and which had been prepared after a series of communications with <br />other cities as to regulations adopted in California and various parts of <br />the United States. Councilman Britschgi moved, seconded by Councilman <br />Werder, that the report of the City Attorney be held over to the next meet- <br />ing to allow time for study of the ordinance. Motion passed unanimously. <br />Communication was received from City Manager Blom regarding recommendations of <br />the Board of Review in regard to amendments to the Rules for Personnel <br />Administration. The recommendations were acted upon separately. City Man- <br />ager Blom advised that the amendments had been studied by the Employees' <br />Committee before presentation to the Board of Review where they were dis- <br />cussed at length. Amendment No: 1: Amend Section 1 of Rule X by adding <br />provision enabling an employee to reside outside the city, limits during <br />probationary period if there is a lack of qualified applicants residing <br />within the city. The probationary period may be extended for not more than <br />six months by the Personnel Officer upon approval of the Board of Review. <br />A permanent employee who loses his residence within the city by ciroum- <br />stances beyond his control, may revert to probationary status and be en- <br />titled to no vacation or salary increase during the time he resides out- <br />side the city, upon the permission of the Personnel Officer with the ap- <br />proval of the Board of Review. Salary increases and accrued vacation will <br />be credited to the employee upon his return to the city. Councilman Arm- <br />strong moved, seconded by Councilman McNulty, that the recommendation of <br />the Personnel Board and concurred in by the City Manager be approved. <br />Motion passed unanimously. <br />Amendment No. 2: Amend Rule XI by adding section providing that no employee <br />shall accept gainful employment in off-duty hours unless prior approval has <br />® been obtained from department head in accordance with rules prescribed by <br />the Personnel Officer. There was some question as to whether the department <br />head should be allowed to give such permission, but it•was explained that <br />the personnel Officer would not always be available to give permission and <br />that the department head would have to follow rules prescribed by him.. <br />Councilman Britschgi moved, seconded by Councilman Werder, approval of Amend- <br />ment No. 2 to the Rules for Personnel Administration. Motion passed unani- <br />mously. <br />Amendment No. 3: Provides for oral examinations for positions of Laborer, <br />Park Laborer and Watchman. Councilman Werder moved, seconded by Councilman <br />Armstrong that Amendment No;. 3 be approved and incorporated in the Rules for <br />Personnel Administration. Motion passed unanimously. <br />Amendment No. 4. Provides for compensation for overtime and allows employees <br />to transfer overtime to vacation time in an amount not to exceed twelve days, <br />with the approval of the department head and Personnel Officer.
