77. <br />i <br />It <br />J <br />past two years and that no other city in this area had been able to obtain <br />them. He said he believed the city had a good manager but that some of the <br />Council didn't seem to know it. Mayor Hilton said he was going to vote <br />against the ordinance on the basis that the city manager's salary».is too high, <br />which opinion was concurred in by both Councilmen Granger and McNulty. A roll <br />call was requested and the following vote recorded: Ayes and in favor of the <br />ordinance: Councilmen Armstrong, Anderson and Britschgi. Noes and against <br />the ordinance: Councilmen Granger, ,McNulty and Mayor Hilton. Absent: Council- <br />manFletcher. <br />Councilman Granger -said that in fairnessto the city employees he would <br />offer the introduction of the ordinance excluding the salary for the city <br />manager until such time as Councilman Fletqher returned. There was some dis- <br />cussion as to the latest date possible to introduce the ordinance. Councilman <br />Armstrong brought out the f act�that if this procedure wa.s followed it would <br />necessitate republishing the ordinance when the city manager's salary -was in- <br />cluded. He also said that if the ordinance were not passed the salary paid <br />the employees for the current year would remain in effect. There was no second <br />to Councilman Granger's motion. I <br />Councilman Armstrong offered introduction of war bonus ordinance, seconded by <br />Councilman Anderson. It was explained that this was a companion ordinance <br />to the salary ordinance which expires on June 30, when when enacted could be <br />made retroactive to July 1. On roll call the following vote was recorded: <br />Ayes and in favor of the ordinance: Councilmen Anderson, Armstrong and Britschgi. <br />Noes and against the ordinance: Councilmen Granger, McNulty and Mayor Hilton. <br />Absent: Councilman Fletcher. <br />City Manager Mead submitted a report on the city equipment sold, the prices obtained <br />i. <br />for it and the dates sold, as requested by Councilman Granger at the last meet - <br />.f. • ing of the Council. Councilman Granger believed this was in violation of the <br />i <br />Charter and believed equipment should not be sold without authority of the <br />Council, and asked when the provisions of the Charter were going to be lived <br />up to. City Manager Mead replied that inasmuch as the City Attorney had re- <br />versed a previous decision which had been followed by the former city attorney, <br />city manager and city councils, the new decision would be followed henceforth. <br />Cit t <br />City Attorney McCarthy said that he had given the decision that in his opinion <br />the Charter referred to real property and not personal property which would <br />allow for the sale of equipment and material by the city manager without any <br />approval by the city council. He said this was the.same procedure followed by <br />' the former city attorney. Heasaid he was not even sure now that the section <br />required council approval but to be on the safe side he had so ruled.
