During such period of probationary employ- <br />ment, the employeen.will be entitled to no salary increase or vacation but <br />upon return to permanent status accumulated vacation time and salary increases <br />if any shall be credited to the employee. <br />2. Amend Rule XI by the addition of the following: <br />Section 7: Off-duty Employment: No employee of the city shall accept <br />gainful employment during off-duty hours unless prior approval has been ob- <br />tained from the Department Head in accordance with rules prescribed by the <br />Personnel Officer. <br />3. Add to Section 41 Rule VIII the following: <br />At the option of the Personnel Officer, suitable oral examination may <br />be substituted for written examination for the following classifications: <br />Laborer, Park Laborer, Watchman. <br />y 4. Compensation for Overtime. It is proposed to rescind the amendment <br />dated December 1, 1941, which provided for compensatory time off and provide <br />in lieu of it the following: <br />Amendment to Section 1 of Rule XI: When an employee, due to emergency <br />or essential service, is required to work overtime, credit shall be given for <br />such time and a corresponding leave be allowed to compensate for such service. <br />At the option -of the employee, such leave may be transferred to the employee's <br />vacation time account in an amount not to exceed twelve days, provided such <br />additional leave is scheduled with the approval of the Department Head and the <br />Personnel Officer. Accumulated overtime not transferred to vacation time <br />shall be totaled at the end of each quarter and compensatory leave therefor <br />shall be granted and shall be accepted during the following quarter. If, due <br />to extraordinary circumstances, compensatory time can not be granted during <br />the quarter following the quarter following the quarter in which the overtime <br />was accumulated, the employee shall be paid in cash. If, in the opinion of <br />the Personnel Officer, the circumstances under which the overtime work was <br />performed, such as extremely difficulty or hazardous work, warrant special <br />consideration, the employee shall be compensated therefore in cash. <br />5. Change the second sentence of Section 8 of Rule VIII to read as <br />follows: <br />This list of eligibles shall be used in making certifications to vacan- <br />cies and shall continue in effect for a period of one year unless the Person- <br />nel Officer, upon the advice and recommendation of the Board of Review, shall <br />abolish the list for reasons of inadequacy or other reasons consistant with <br />the rules of merit and competence. With the approval of the Board of Review, <br />such lists may be continued in effect for an additional period of one year. <br />6. Amend Rule VIII by the addition of the following to Section 3: <br />Applicants for the positions of fireman and police patrolman shall have <br />attained the age of 21 years at time of filing application and shall be less <br />than 30 at the time of appointment. <br />Very truly yours, <br />E. BLOM, City Manager. <br />Petition was received protesting sidewalk and street improvements in Redwood Villa. <br />City Manager Blom advised that the names on the petition had been checked and <br />that amont the names were nine who had voted in favor of the improvements pre- <br />viously and nineteen who had voted against them. The petition had only one <br />valid signature, the rest being typed. There was some discussion as to whether <br />this could be accepted as a bona fide petition. City Attorney McCarthy ad- <br />vised it was up to the discretion of the Council as to whether it desired to <br />go ahead with the improvements. City Manager Blom advised that an opportunity <br />to hear protests would be had at the time of the adoption of the resolution <br />of intention which would not be prepared until the plans and specifications <br />were prepared. It was the general opinion of the Council that inasmuch as the <br />petition for the improvements originated with the property owners in that <br />section, the Council was inclined to abondon the whole project due to the <br />reaction of the opponents to the improvements. Councilman Britschgi asked if <br />the Council would be liable fox street repairs if the project were abandoned. <br />City Attorney McCarthy advised that there would be no obligation on the part <br />of the Council to do any repair work.
